    기후변화 대응을 위한 국제사회의 탄소중립 목표가 강화되는 가운데, 한 국은 GDP 대비 제조업 비중이 28.4%에 달하는 탄소 집약적 산업 구조로 인해 재생에너지만으로는 단기간 내 급격한 온실가스 감축을 실현하기 어 려운 구조적 한계를 지닌다. 국제에너지기구(IEA, International Energy Agency)와 기후변화에 관한 정부간 협의체(IPCC, Intergovernmental Panel on Climate Change)는 2050 탄소중립 달성을 위해 탄소포집, 활용, 저장 (CCUS, Carbon Capture, Utilization and Storage) 기술이 필수적임을 강조하 고 있다. 제11차 전력수급기본계획에서는 잔존 화석연료 발전소에 CCUS를 결합하는 방안을 온실가스 감축의 핵심 수단으로 제시하고 있다.
    본 연구는 에너지 시스템 최적화 모델인 MESSAGEix를 활용하여, 한국의 전환(발전)부문에서 CCUS 기술의 비용 최소화 관점의 최적 보급경로를 정 량적으로 도출하는 것을 목적으로 한다. CCUS 기술의 국내외 현황과 주요 국 정책 및 제도를 체계적으로 고찰하고, 기술적, 경제적, 제도적 측면의 보급 장애 요인을 분석하였다. 제11차 전력수급기본계획의 발전원별 발전 량 전망을 기준 시나리오로 설정하고, 분석 기간은 2026년부터 2038년까지 총 13개 연도로 구성하였다.
    CCUS 미적용 기준 시나리오(S0), 2030 NDC 전환부문 목표를 선형 경로 로 적용한 석탄 CCUS 단독 시나리오(S1a), 동일 경로에서 석탄+LNG 복합 CCUS를 적용한 시나리오(S1b), 2035 NDC 하한 목표를 고정 상한으로 부과 한 시나리오(S2a), 2035 NDC 상한 목표를 고정 상한으로 부과한 시나리오 (S2b)를 단일 변수 순차 변경의 통제 구조로 설계하였다. 2038년 탄소중립 을 목표로 한 선형 경로 시나리오(S3)까지 총 6개 시나리오를 설계하여 발 전 믹스, 총 시스템 비용, CO2 배출량 및 한계감축비용(MAC, Marginal Abatement Cost)을 비교, 분석하였다.
    모든 시나리오에서 석탄 CCUS가 LNG 복합 CCUS보다 우선 도입되는 것 이 최적임이 분석 결과로 확인되었다. 이는 석탄의 CO2 배출계수(0.8384 tCO2/MWh)가 LNG 복합(0.3800 tCO2/MWh)의 2.2배에 달하는 반면 CCUS 설비 추가 비용은 유사하여, 석탄 CCUS의 기술 MAC(48.32 USD/tCO2)가 LNG 복합 CCUS(91.82 USD/tCO2)의 절반 수준에 불과하기 때문이다.
    LNG 복합 CCUS 도입의 임계 조건은 감축 목표의 절대적 수준이 아닌 감축 경로의 형태에 있음이 확인되었다. 2035 NDC 상한(49.6% 감축, S2b) 의 고정 목표에서도 LNG 복합 CCUS는 선택되지 않았으나, 탄소중립을 향 해 선형으로 하강하는 경로(S3)의 후반부에서 극저 배출 구간이 형성되면 서 처음으로 도입되었다. 이는 탄소 정책 설계에서 목표 수준만큼이나 감 축 경로의 설정 방식이 기술 선택에 결정적 영향을 미친다는 것이다.
    탄소중립 경로 시나리오(S3)는 2026년부터 석탄 CCUS를 우선 도입하고 2036년 이후 LNG 복합 CCUS를 보완적으로 추가하는 단계적 전환 패턴을 나타냈으며, 2038년 기준 배출량 5.3M tCO2라는 사실상의 탄소중립 수준에 도달하였다.     본 연구는 CCUS 활성화를 위해 석탄 발전소를 우선 대상으로 하는 공공 투자 지원, 탄소차액계약제도(CCfD, Carbon Contracts for Difference)의 조 기 도입을 포함한 단계적 인센티브 체계 구축, CCUS 통합법 하위 법령의 정비가 필요함을 확인하였다. 나아가 2030년대 중반까지 석탄 CCUS 인프 라를 구축하고 이후 LNG 복합 CCUS로 순차 확대하는 단계적 정책 로드맵 이 비용 효율적 탄소중립 이행 경로임을 에너지 시스템 모델링을 통해 정 량적으로 확인하였다.
    본 연구의 결과는 국가 차원의 탄소중립 전략 수립 및 CCUS 보급 정책 설계에 실증적 근거를 제공할 것으로 기대된다. 2035 NDC 이행 계획 수립 및 제12차 전력수급기본계획 수립 과정에서 전환부문 CCUS의 도입 시점, 규모, 기술 우선순위를 정량적으로 제시함으로써, 정성적 방향 설정에 머물 렀던 기존 논의를 계량적 분석의 수준으로 한 단계 끌어올릴 수 있을 것이 다. MESSAGEix 기반의 국내 전환부문 최적화 모델을 구축한 본 연구는 향 후 산업, 수송 부문으로의 분석 확장 및 다양한 정책 시나리오 검토를 위 한 분석 플랫폼으로도 활용될 수 있을 것이다.

    As the international community continues to strengthen its carbon neutrality targets in response to climate change, the Republic of Korea faces structural limitations in achieving rapid greenhouse gas reductions through renewable energy alone, owing to a carbon-intensive industrial base in which manufacturing accounts for 28.4% of GDP. The International Energy Agency(IEA) and the Intergovernmental Panel on Climate Change (IPCC) underscore that Carbon Capture, Utilization, and Storage (CCUS) technology is indispensable for achieving carbon neutrality by 2050, and the 11th Basic Plan for Long-term Electricity Supply and Demand has identified the retrofitting of remaining fossil fuel power plants with CCUS as a key means for greenhouse gas reduction.
    This study employs MESSAGEix - an energy system optimization model - to quantitatively derive the cost-minimizing optimal deployment pathway for CCUS technology in Korea's power generation sector. To this end, the study systematically reviews the domestic and international status of CCUS technology and relevant policies and regulatory frameworks of major countries, and analyzes barriers to deployment across technological, economic, and institutional dimensions. The generation mix projections by source from the 11th Basic Plan for Long-term Electricity Supply and Demand are adopted as the baseline scenario, with the analysis covering a total of thirteen years from 2026 to 2038.
    Six scenarios are designed under a controlled experimental structure with sequential single-variable changes: a baseline scenario without CCUS (S0); a coal CCUS-only scenario applying the 2030 NDC power sector target as a linear pathway (S1a); a scenario adding LNG CCUS under the same pathway (S1b); a scenario imposing the lower bound of the 2035 NDC target as a fixed annual cap (S2a); a scenario imposing the upper bound of the 2035 NDC target as a fixed annual cap (S2b); and a carbon neutrality linear pathway scenario (S3). The generation mix, total system cost, CO2 emissions, and Marginal Abatement Cost (MAC) are compared and analyzed across all six scenarios.
    The analysis confirms that coal CCUS is optimally deployed prior to LNG CCUS across all scenarios. This result stems from the fact that the CO2 emission factor of coal (0.8384 tCO2/MWh) is 2.2 times that of LNG (0.3800 tCO2/MWh), while the additional capital cost of CCUS equipment is comparable for both fuel types, resulting in the technology-level MAC of coal CCUS (48.32 USD/tCO2) being approximately half that of LNG CCUS (91.82 USD/tCO2).
    A significant finding is that the critical condition for LNG CCUS deployment lies not in the absolute level of the emissions reduction target, but in the shape of the reduction pathway. Even under the strictest fixed target of the 2035 NDC upper bound (49.6% reduction, S2b), LNG CCUS is not selected; however, it is introduced for the first time in the latter phase of the linear carbon neutrality pathway(S3), where an ultra-low emissions zone emerges. This constitutes a finding that quantitatively demonstrates the decisive influence of pathway design - not merely target level - on technology choice in carbon policy.
    The carbon neutrality pathway scenario (S3) exhibits a staged transition pattern in which coal CCUS is deployed first from 2026, followed by the complementary introduction of LNG CCUS after 2036. While reaching a near-zero emissions level of 5.3M tCO2 by 2038, S3 achieves a MAC of 31.7 USD/tCO2 - 10% lower than that of S2a (35.3 USD/tCO2), which attains a comparable level of emission reduction, and the lowest among the scenarios that meet NDC-level targets (S2a, S2b, S3) - confirming the superior cost-effectiveness of a gradual reduction pathway. Furthermore, the technology-level MAC of coal CCUS (48.32 USD/tCO2) is below the current EU ETS carbon price (60–80 EUR/tCO2), suggesting that domestic CCUS deployment could be accelerated through market incentives alone if a domestic carbon price of approximately 50 USD/tCO2 were established.
    This study identifies the need for prioritized public investment targeting coal-fired power plants, the early introduction of Carbon Contracts for Difference (CCfD) as part of a phased incentive framework, and the prompt finalization of subordinate regulations under the CCUS Integration Act. Moreover, it provides quantitative confirmation through energy system modeling that a staged policy roadmap - building coal CCUS infrastructure through the mid-2030s before sequentially expanding to LNG CCUS - constitutes a cost-effective pathway to carbon neutrality.
    The findings of this study are expected to provide an empirical basis for the formulation of national carbon neutrality strategies and the design of CCUS deployment policies. In particular, by quantitatively identifying the optimal timing, scale, and technology priorities for CCUS deployment in the power sector in the context of the upcoming 2035 NDC implementation plan and the 12th Basic Plan for Long-term Electricity Supply and Demand, this study advances the existing discourse - which has largely remained at the level of qualitative direction-setting - toward a more rigorous, evidence-based analytical framework. Furthermore, the MESSAGEix-based optimization model for Korea's power sector constructed in this study may serve as an analytical platform for future research, including the extension of the analysis to the industrial and transport sectors and the examination of a broader range of policy scenarios.
