국문 초록 (Abstract)

급격한 근대화와 산업화로 인한 사회적 변화는 그 변화의 과정에서 유휴공간을 생산했고, 사회 이면의 단절된 영역이 생성되었다. 최근 시대적 환경적 영향으로 기존의 장소 재건을 통한 지역재생에 대한 관심이 증폭되었고 유휴공간이 가지고 있는 다양한 가치에 대해 재고할 필요성이 제기되었다. 유휴공간을 재생하는 것은 공간을 기능적으로 변화시킬 뿐 아니라 문화를 공간에 적용함으로써 장소성을 세우고 인간의 삶의 변화를 통한 새로운 흐름을 이끌어내는 등 그 가치를 증명하고 있다.
사회구조의 변화에 동반하여 지역의 장소성이 변화되면서 공간재생의 의미는 지역의 재생으로 확대되고 장소성을 부여하는 등 새로운 의미를 창출한다. 유휴공간은 환경적 필요와 시대적 흐름에 의해 적극적으로 활용되기까지 복원, 보전, 보전과 증축의 결합, 개조 등 다양한 과정에서 구조, 형태, 재료 등의 변형을 통해 새롭게 변모시키는 재생이 진행된다. 과거에는 공간을 완전히 새롭게 재건축하는 의미의 재생이 진행되었다면 근래에는 복원과 보전의 의미를 가진 문화적 재생이 주목받고 있다.
2002년 한미 연합토지관리계획 협정 체결 이후 반환이 진행중인 국내 반환대상 미군기지는 80개소에 이르며 이중 54개 기지가 반환되었고 26개 기지는 반환될 예정에 있다. 반환공여구역이라 불리는 반환대상 미군기지가 생겨나면서 이 공간들은 새로운 유휴지를 생성하고 있으며 사회기반시설이나 교육 및 문화관광시설 등으로 재생되고 있다.
그 중 문화재생사업이 시작되고 리모델링이 진행중에 있는 캠프 그리브스는 군사시설보호구역 내에 위치하고 있어 그 도입기능에는 제약이 있을 수 밖에 없다. 지방정부의 직접 사업으로 진행되는 문화재생사업은 과거 미군기지 유휴지에 역사문화공원을 조성하는 것을 그 내용으로 한다. 문화재생을 통해 새롭게 거듭나고 있는 미군기지의 개발과정과 그 안에서 새롭게 정립되는 공공기반의 장소성에 대한 고찰을 통해 캠프 그리브스의 지속가능성을 만들어낼 수 있는 동력을 찾아보고자 한다. 이를 위해 문화재생과 유휴공간의 의미를 살펴보고, 미군기지에서 유휴공간이 되었던 캠프 그리브스의 문화재생사업 전후 과정을 우선 살펴보고자 한다.

The under-used space made by the social changes caused by rapid modernization and industrialization is present in the isolated area of the city. It proves the value of a place through the application of culture, and brings changes of the form of human life and the meaning of the place.
As the social structure and the locality of each region changed, the meaning of spatial regeneration is expanded. And the meaning of regional regeneration and locality is added together. The regeneration of under-used space needed by the current needs and social context going by restoration, conservation, conservation, and extension is transformed into a new way through a transformation of structure, shape, and material in various ways, such as remodeling.
It is expected that 80 US domestic bases will be returned to the ROK in return for the conclusion of the Korea-US Combined Land Management Plan Agreement in 2002, with a total of 54 bases returned and 26 bases returned. For that reason we have to make a narrow search to the process before and after the cultural regeneration project of the Camp Greaves.
