시진핑 시대 ‘중국의 꿈’, 국내정치 맥락과 대외정책의 변화 = Chinese Dream and Foreign Policy: Domestic Politics and the Changes of Foreign Policy In the Xi Jinping era

다국어 초록 (Multilingual Abstract)

This paper aims to explain the changes of China ‘s foreign policy in the Xi Jinping era in three contexts of domestic politics: system maintenance, power politics and political process. In conclusion, this paper summarizes the four characteristics of China’s foreign policy in the Xi Jnping era. First, in the formation of China’s foreign policy, the linkage with domestic legitimacy factor will be strengthened. Second, as the color of the sino-centric nationalism is strengthened, it will affect strongly not only in the material interests but also in the logic of the national prestige. Third, centralization in the policy making process will be strengthened, willingness and belief factors of the Xi JInping individual will be more strongly affected. Fourth, the China’s attitude of participating in the world order will intend to change from game player to game maker.

국문 초록 (Abstract)

이 글은 시진핑 시대 중국의 대외정책 형성에서 국내정치 요인이 어떻게 영향을 미치는지를 밝히고, 이를 통해 향후 중국 대외정책의 내용과 방향에 대한 좀 더 깊이있는 이해를 제공하는 데 목적이 있다. 이를 위해 체제유지, 권력정치, 정치과정 세 가지 측면의 요인들에 대한 복합적 분석을 진행한다. 결론적으로 향후 시진핑 시대 중국 대외정책의 특징을 네 가지로 정리한다. 첫째, 대외정책 형성에서 국내적 통치정당성 요인과의 연계성이 더욱 강화될 것이다. 둘째, 중화주의적 민족주의 색채가 더욱 강화되면서, 향후 중국의 대외정책은 물질적 이익 뿐 아니라 국가적 위신의 논리가 강하게 작동할 것이다. 셋째, 정책결정 과정에서 중앙집중성이 강화되고, 시진핑 개인의 의지와 신념 요인이 더 강하게 투영될 것이다. 넷째, 세계질서에 참여하는 중국의 태도는 게임참여자에서 게임주도자로서의 역할전환을 꾀할 것이다.
