사회투자정책의 정책거버넌스와 전달체계 연구: 영국의 아동복지 정책을 중심으로 = A Study of the Governance and Delivery System of Social Investment Policies: the Case of Child Welfare in the UK

This study seeks to figure out what kind of organizational change occurs in the domains of social policy governance and delivery systems when social investment policies are pursued. Relying on a case study of social welfare for children in the United Kingdom, this paper reveals that a new path is being shaped. The New Labour government in the UK has strengthened the coordinating power of the Chancellor (i.e. Department of Finance) and the Cabinet. Furthermore, Prime Minister Gordon Brown has restructured his cabinet, formulating new departments responsible for the fulfillment of social investment policies. The UK government has also made closer partnerships with local governments, where the central government expanded financial outlays to local governments on agreed local and national projects on the condition of performance evaluation by the central government. In addition, delivery agencies have been reformed to provide comprehensive one-stop service to clients. This study strongly suggests that these changes were brought about by the functional necessities of social investment policies that require unified approaches to employment, education, health, and income maintenance.

국문 초록 (Abstract)

사회투자정책의 부상과 함께 나타나는 사회정책거버넌스와 전달체제 변화의 양상은 무엇인가? 본 연구는 기존 제도의 경로의존(path dependency)이 일정부분 와해되고, 새로운 경로형성(path shaping)과정에 들어가게 되는 현상을 영국의 아동복지 정책 사례를 통해 살펴보고자 한다. 영국은 사회투자정책의 효과적 입안과 수행을 위해, 재무부와 내각실의 조정권한을 강화하고, 사회투자 비전에 입각한 중앙부처 수준의 대대적인 조직개편도 단행하였다. 신노동당정부의 사회투자전략이 유효성있게 실천될 수 있도록, 지방정부와의 파트너십을 강화하였다. 그리고 핵심 사업에 대한 중앙정부의 재정적 지원 확대와 더불어 성과평가체제가 도입되어, 공공서비스의 통일성과 효과성 제고를 도모하고 있다. 고객과 대면하는 전달체계의 말단에서도 공공기관 사이는 물론 공공과 민간 사이의 조정과 협력체제 구축이 이루어지고 있다. 지역 전달기관의 파트너십 형성과 정부 간 협약 체결 그리고 중앙부처 조직통합까지 다양한 수준에서 변화가 일어나고 있는 것이다. 우리나라의 경우, 사회투자정책에 대한 관심도 중요하지만, 이를 효과적으로 입안하고 집행할 수 있는 거버넌스 구조와 전달체계의 개편에도 힘을 쏟아야 할 것이다.
