지적제도와 측지제도의 갈등사례에 관한 연구 = A Study on the Cases of Conflict between Cadastral System and Geodetic System

국문 초록 (Abstract)

본 연구의 목적은 우리나라의 지적(地籍)제도와 측지(測地)제도의 형성 및 발전과정을 살펴보고 그 과정에서 양 제도 간에 발생한 갈등사례를 분석하고 그 결과를 토대로 체계적인 갈등관리 방안을 제시하는 데 있다.
연구의 방법은 이론적 연구와 사례연구를 병행하였다. 이론적 연구를 통해 지적제도와 측지제도, 그리고 갈등관리 이론을 정립하고 분석모형을 설정하였다. 사례연구는 지적과 측지분야 국가기술자격 통합 추진과 2008년 지적·측지 행정조직 통합 이후 양 제도의 일원화과정에서 발생한 갈등사례를 선정하여 분석하였다.
자료의 분석은 먼저 갈등의 원인을 법제도적 측면, 기능적 측면, 산업적 측면, 교육과정적 측면에서 분석하고, 그 원인을 갈등사례에 적용하여 갈등내용을 분석하고 갈등원인 해소 및 갈등관리 방안을 제시하였다.
갈등원인의 해소는 양 제도의 일원화를 통해 융합시너지 창출과 새로운 가치 창출이 가능한지를 관건으로 보았으며, 갈등관리 방안으로는 양 제도에 대한 가치인식의 공유화, 실질적인 인적교류, 조직구성원의 단계적 일원화를 제시하였다.
연구결과는 지적·측지의 실질적 갈등 해소와 상생방안 마련, 그리고 지적·측지제도 발전계획 수립 등에 유용한 자료로 활용될 것을 기대한다. 현재 지적제도와 측지제도는 형식적인 일원화 상태로 갈등 발생 소지가 있으므로, 양 제도의 근본적인 갈등 해소를 위한 다양하고 깊이 있는 연구를 통해 합리적이고 지속 가능한 정책이 마련되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine the formation and development process of cadastral system and geodetic system in Korea, analyze the cases of conflict between the two systems in the process, and propose systematic conflict management plan based on the results.
The method of study was theoretical study and case study. Through the theoretical study, the cadastral system, the geodetic system, and the conflict management theory were established and the analysis model was set up. The case study selected cases of conflict that occurred in the unification process of the two systems after integration of cadastral and geodetic administrative organization in 2008.
Analysis of the data first analyzes the causes of conflicts in terms of legal institutional, functional, industrial, educational, and static aspects, then applies the causes to the cases of conflicts to analyze the contents of conflicts.
The resolution of the cause of conflict depends on whether the integration of the two systems can create synergies and create new value. Conflict management measures include value recognition sharing, substantial human exchange, and step-by-step integration of organizational members.
The results of this study are expected to be useful for resolving practical conflicts of cadastral and geodesy, establishing win-win plans, and establishing a development plan for cadastral and geodetic systems. Since current intellectual and geodetic systems are formally integrated, there is a high possibility of conflict. Therefore, reasonable and sustainable policies should be prepared through diverse and in-depth studies to resolve the fundamental conflicts of both systems.
