      This study focuses on the Federal Child Labor Law of 1916, known as the Keating–Owen Law. In respect of child labor, nearly all studies of this issue have disregarded this law. Instead, scholars explore either the whole legislative process, or the meaning of the Fair Labor Standards Act of 1938, putting aside the law of 1916 as a prerigor. This is mainly because in two separate legislative attempts in 1918 and 1922 to limit children’s work, the US Supreme Court invalidated the 1916 federal law, which was replaced by the FLSA of 1938. Yet the US Supreme Court never objected to the need to protect child labor. Rather, it is worth noting that the reason for the unconstitutionality of the 1916 law was not to reject child labor per se, but to check and thwart congressional power. Therefore, this interpretation ignores that through their efforts, many reformers continued to wield power over mass education at both the state level and federal level, in a number of instances producing positive outcomes for child labor legislation.
      This study seeks to reevaluate the Federal Labor Law of 1916 in the long process of American labor welfare at the turn of the 20th century. In doing so, it explains the concept of American welfare with the relationship to Child Labor, and the means of changing public awareness of child labor in that social event. In focusing on the role of the National Child Labor Committee, it also explores the way that the Federal Labor Law of 1916 was passed, and reinterprets the meaning of the 1916 Child Labor Law within the wide framework of child welfare in America.
