112신고에 대한 차별적 경찰 대응방안에 관한 연구 = A Study on Differential Police Response of 112 Call Service

국문 초록 (Abstract)

오늘날 범죄통제와 질서유지를 효과적으로 하기 위해 사후대응적(reactive) 경찰활동보다는 사전예방적(proactive)인 경찰활동이 강조된다. 경찰활동의 21세기 패러다임으로 각광받는 지역사회 및 문제지향적 경찰활동을 위해서도 신고전화에 묶여있는 사건지향적 경찰활동(incident-driven policing)에서 벗어날 필요가 있다. 그러나 한국경찰은 여전히 112신고에 대한 신속한 대응을 강조해오고 있다. 특히 2003년부터 시작된 순찰지구대는 종전의 파출소제도보다 한층 더 사후대응적인 경찰활동이 되고 있다. 문제는 매년 112신고건수가 지속적으로 증가하고 있어 경찰이 신속하게 대응하는데 한계가 있다는 점이다.
이런 점에 대해 미국에서는 이미 1980년대 모든 신고에 대해 경찰이 신속한 출동대응을 해야 하는가에 대해 의문을 제기하며 그 대안으로 등장한 것이 차별적 경찰대응(DPR)이다. 순찰경찰의 대응을 늦추거나 비정규경찰관의 급파, 전화로 처리하거나 경찰서에 나오도록 하는 등 여러가지 다른 방법으로 처리하는 것을 개발하여 운영하고 있다.
본 연구는 이런 점에 중점을 두고 한국의 112신고현황에 대한 실태분석, 특히 대도시 경찰서의 1개월간 112신고현황을 보다 심층적으로 분석하였다. 그리고 증가하는 112신고에 경찰이 효율적으로 대응하는 대안으로서 차별적 경찰대응 방안을 다음과 같이 제시하였다.
첫째, 112신고센타 기능의 중요성을 인식하고 112신고센타를 격상하여 운영하는 것이 필요하다.
둘째, 112신고센타로 접수되는 전화내용을 과학적으로 분류하는 시스템 구축이 필요하다.
셋째, 순찰 및 112신고센타 근무하는 경찰관에 대한 교육훈련을 강화할 필요가 있다.
마지막으로, 차별적 경찰대응 시행으로 부딪힐 수 있는 국민들의 반감과 불만사항을 줄이기 위해 사전 충분한 국민홍보와 이해를 구하도록 할 필요가 있다.

다국어 초록 (Multilingual Abstract)

Today, to hold crime command and order effectively, policing is emphasized proactive than reactive. Community and problem oriented policing get into the spotlight through 21th century paradigm of policing. A Incident-driven policing which is bound up to call service line need to escape. But, korean police is still emphasizing rapid respondence about 112 call services. In particular, Patrol Division begun from 2003 is being still more reactive policing than previous Police Box. Problem is that limit is though 112 call service demand is increasing continuously every year and the police respond rapidly.
About this point the United States police began to have interrogatory about should respond rapidly in all call services in the 1980s. As a result, to appear by the alternative is differential police response(DPR), which included delaying patrol officer's response, operating that handles by telephone or handles various kinds otherwise that come out in the police station.
This study analyzed Korean 112 call service data five years and more deeply for 1 month 112 call service data of big city police station specially. Based on these results, the study suggests the alternative that the police respond efficiently in increasing 112 call for police service.
First, 112 call service center need to be expanded and professionalized. For example specify senior superintendent by responsible person, and work number of persons should increase so that specialize 112 call service business than present.
Second, the system that sort scientifically 112 call service contents need to be constructed. Should classify data base for 112 call service contents to divide situation that the police should go quickly and situation that do not really.
Third, patrol police officer and 112 call service center officer need to be strengthen education and training.
Finally, need to ask for preliminary enough people public relation and comprehension to reduce antipathy of people and grievance that can be bumped by DPR enforcement.
