The Present Korean government has stressed only the participatory assignments via workable recipients while driving into self-help projects. This becomes a critical barrier to restructuring socioeconomic environments for workable recipients who genuinely wish to support themselves in the community as a whole. This Paper aimed to explore somewhat strategies in linkage with self-help project institutionalization and community-based labor market for workable recipients. To this end, several significant discussions were developed as follows: 1) self-help project program development of institutes working on such a project, 2) those institutes` institutionalization for enhancing the recipients` labor quality 3)social employment expansion for community readjustment and revitalization to the rapidly changing social and economic milieu. This Paper Premises that self-help Project is considered an institutional task and further a normatively cooperative action wrapped with public welfare. Due to this action in terms of self-help sponsor institutes, it was suggested that the workable recipients can sustain and prosper themselves, primarily depending on new program development for labor quality upswing, as well as linkage with labor market in the community. New self-help project was newly led to be framed based on efficient/effective and democratic operation of self-help sponsor institutes. Finally this paper figured out five strategies to boost employment opportunities via a much more affirmative labor market policy. It is likely that more successful self-help project relies on Practical embodiment that encourages both the working motivation and the self-supporting determination among workable recipients. Moreover, the self-help sponsor institutions should develop more proper programs to meet diverse needs for workable recipients. In social institutionalization, both social solidarity and financial sufficiency in the community level was significant to make success the self-help project. Policy makers also have to pay more attention to utilize social goods and quality growth in socioeconomic.
