사회복지지출의 효율성은 중요한가? = 동태적 패널문턱모형을 이용한 사회복지지출과 경제성장의 관계 재검토

국문 초록 (Abstract)

본 연구는 비선형적 시각에 입각하여 사회복지지출이 경제성장에 미치는 영향에 대하여 실증적으로 검증하고 이를 재조명하고자 하는 목적을 가지고 있다. 특히 사회복지지출이 얼마나 소득재분배라는 정책목표를 효과적으로 달성하고 있는지에 따라 사회복지지출이 경제성장에 미치는 영향은 달라질 수 있다는 점을 보이고자 하였다. 이를 위하여 1990년부터 2010년에 걸친 OECD 29개국의 불균형 패널자료를 Kremer et al.(2011)이 제안한 동태적 패널문턱모형(dynamic panel threshold model)을 이용하여 분석하였다. 이 때 사회복지지출-경제성장 간의 관계를 조절하는 역할을 하는 문턱변수(threshold variable)는 사회복지지출이 소득재분배를 얼마나 효과적으로 달성하고 있는지를 의미하는 사회복지지출의 효율성이며, 사회복지지출의 효율성은 부트스트랩 자료포락분석(bootstrapped data envelopment analysis)를 이용하여 측정하였다.
분석결과 도구변수 패널모형을 포함한 선형패널모형에서 사회복지지출은 평균적으로 경제성장에 부정적인 영향을 미친다는 사실을 확인하였다. 이와 함께 비선형적 시각을 반영한 동태적 패널문턱 모형을 통한 분석에서도 약 0.84점의 사회복지지출 효율성 수준을 기준으로 나누어진 하위(lower) 사회복지지출 효율성 레짐과 상위(upper) 사회복지지출 효율성 레짐 모두에서 사회복지지출은 경제성장에 통계적으로 유의미한 부(-)의 영향을 미치는 것으로 나타났다. 그러나 흥미롭게도 사회복지지출이 경제성장에 미치는 부정적인 영향은 하위 레짐에 비해 상위 레짐에서 더 작아지는 것으로 나타나고 있다. 이러한 결과는 사회복지지출을 통한 높은 수준의 재분배 목표 달성은 사회복지지출이 경제성장에 미치는 부정적인 효과를 일정 부분 상쇄한다는 점을 의미한다. 이를 바탕으로 사회복지정책 추진시 소득재분배의 효과적인 달성은 경제성장 차원에서 나타날 수 있는 부정적인 결과를 최소화하기 위한 전제조건이 된다는 점에서 매우 중요하며, 따라서 사회복지지출의 효율성을 담보할 수 있는 다양한 제도적 노력들이 강구되어야 한다는 점을 정책적 시사점으로 제시하였다.

다국어 초록 (Multilingual Abstract)

This study revisits the relationship between social welfare expenditure and economic growth. In particular, the nonlinear relationship between social welfare expenditure and economic growth depending on the technical efficiency of social welfare expenditure measured by bootstrapped data envelopment analysis is empirically investigated using a dynamic panel threshold regression model for 29 OECD countries, 1990-2010.
The results reveal that social welfare expenditure had a negative impact on economic growth in the linear model, as well as the existence of an efficiency threshold of social welfare expenditure at 0.84 in the threshold model. Interestingly, social welfare expenditure was found to have a significant negative impact on economic growth in both the lower and upper efficiency regimes, albeit less so in the upper efficiency regime. This suggests that social welfare expenditure has a negative impact on economic growth, but it can be offset by attaining the higher goal of income redistribution. On this basis, suggestions for various systemic efforts to improve efficiency of social welfare expenditure are made.
