지방정부의 정책실패에 관한 연구 = An Analysis of Policy Failure in Local Governments : Hangang Renaissance Project

국문 초록 (Abstract)

지방자치제도가 도입된 20여년이 지나면서 광역 및 기초자치단체들이 자율적으로 추진하는 많은 사업들이 등장하고 있다. 이러한 사업들은, 지역문화축제와 지역관광자원의 개발, 보육사업 등 상징성 있는 사업부터 상당한 예산이 투입되는 수익성 사업 등에서부터 무상급식, 보육지원사업과 같은 보편적 복지사업과 주민참여예산제도와 같은 제도개혁에 이르기까지 다양하다. 이러한 다양한 지방자치사업들은 여러 가지의 제도적 한계를 가지고 있음에도 불구하고 시간이 경과함에 따라 점점 양적으로 팽창되어 가고 있음을 보여주고 있다. 본 논문은 2000년대 이후 서울특별시에서 추진한 다양한 정책 사업들 중에서 대표적인 정책실패사례라고 언급되고 있는 한강르네상스사업의 정책결정, 집행의 정책과정을 살펴보고, 이에 대한 원인을 분석하므로 자원의 낭비를 줄이고, 진정한 주민을 위한 지방행정으로 발전될 것을 기대하며 정책결정-집행을 중심으로 정책과정을 연구하고자 한다.

다국어 초록 (Multilingual Abstract)

In the last two decades since system of local government has been introduced, there has been an increasing number of businesses autonomously supported and endorsed by the local and greater governments. The variety of such businesses range from symbolic businesses dedicated to development of local festivities, development of local attractions, and nursing to profitable businesses with demanding budgets, and to welfare businesses dedicated to supply free meals and to support nurseries. Despite various institutional limitations imposed on the variety of municipal projects, the autonomous businesses have been estimated to quantitatively expand over time. This paper oversees policy process of policy decision-making and its implementation of Hangang Renaissance Project, the representative case that is regarded a failure among many policy projects endorsed by Seoul City in 2000, and analyzes the cause of failure which thereby hopes to decrease expenditure of resources and expects to see development into a local government that is truly for the citizens. It is planned to study
policy process with policy decision-making and implementations as pivot points.
