어업인의 어종별 어획쿼터제도 참여 영향 요인 분석 = An Analysis of Factors Influencing Fishermen’s Participation in the Fishing Quota Management System by Fish Species

다국어 초록 (Multilingual Abstract)

In this study, a partial proportional odds model was used to find out the fishermen’s participation in the fishing quota management system by fish species and to identify factors that affect fishermen's participation in the system. Based on this, implications for enhancing participation in the fishing quota management system by fish species were examined. As a result of the parallel-line assumption test, it was found that partial proportional odds model estimation was appropriate because the parallel-line assumption was not satisfied in 6 of the 15 variables used in the analysis. In the results of partial proportional odds model estimation and marginal effect analysis, various variables used in the analysis were identified as factors that positively or negatively affect participation in the fishing quota management system for each fish species. Drawing upon these outcomes, this study proposed a plan to enhance the intention of fishermen to participate in the fishing quota management system by fish species.

국문 초록 (Abstract)

본 연구에서는 부분비례승산모형을 활용하여 어업인의 어종별 어획쿼터제도 참여 의사를 알아보고 어업인의 제도 참여에 영향을 미치는 요인이 무엇인지에 대해 확인하였다. 이를 바탕으로 어종별 어획쿼터제도 참여 제고를 위한 시사점을 살펴보았다. 평행회귀선 가정 검정 결과, 분석에 활용한 15개의 변수 중 6개의 변수에서 평행회귀선 가정이 충족되지 않아 부분비례승산모형 추정이 적합한 것으로 나타났다. 부분비례승산모형 추정 결과와 한계효과 분석 결과, 분석에 활용된 여러 변수가 어종별 어획쿼터제도 참여 의사에 긍정적 또는 부정적인 영향을 주는 요인으로 확인되었다. 이러한 분석 결과를 바탕으로 본 연구에서는 어업인의 어종별 어획쿼터제도 참여 의사를 제고할 수 있는 방안을 제안하였다.
