전승 공예기술의 원형보존과 활용을 위한 관리 개선 방안 = Conservation and Utilization of Circular Craft Skills Handed Down for Management Proposal -Focusing on the Succession of Craftsmanship of Important Intangible Cultural Properties-

국문 초록 (Abstract)

무형문화유산은 문화산업의 고부가가치 창출 수단으로 그 활용 가치는 가히 절대적이다. 이러한 무형문화유산의 가치를 인지하고 있음에도 불구하고 활용방안에 대한 구체적인 대안이 제시되지 못하고 있다. 포괄적이고 일방적인 현행 무형문화재 보호제도 아래 문화유산의 현대적 계승과 창조적 활용은 한계가 따른다. 전통재료와 전래도구를 이용하여 재래식으로 제작하는 무형문화재 공예기술 종목은 시대 흐름에 민감하여 소멸하는 속성이 있어 지속적인 관리가 절실한 상황이다. 그럼에도 불구하고 보유자의 활동에 대한 사례연구가 미비하고 현행되고 있는 국가 차원의 지원이나 관리제도가 동시대에 맞지 않게 운영되고 있어 무형문화재 계승을 위한 정책 전반에 문제점을 파악하고 지속 가능한 관리체계를 위하여 제도적 개선이 시급하다.
무형문화재 정책 기조가 '보존'에서 '활용'으로 전환되고 있다. 무분별한 활용은 자칫 무형의 문화유산 원형에 변질을 초래할 수 있음을 간과해서는 안 될 것이다. 국가는 무형문화재 활용정책을 위하여 '원형유지'를 지속해서 관리할 수 있는 체계를 마련하고 무형문화재 활용을 위한 대안을 구체화해야 할 필요가 있다.

다국어 초록 (Multilingual Abstract)

Modern inheritances and creative applications of cultural assets are limited under present system of protecting cultural assets. In addition, it's desperate to preserve and manage industrial arts using traditional materials and tools with termination due to trend sensitive. It's urgent to improve the system because case studies of holders' are insufficient and present national supports and management systems operating now are out of date.
This paper is introducing specialties of important intangible cultural assets in inheritance process and requiring the reality of modern inheritance and the consequent improvements of policies on an assumption of preservation of original state. As of now, cultural assets policy keynote has changed from 'preservation' to 'application', it is introducing application methods for proper inheritance and concrete alternatives for sustaining management of them.
