단계별 유보통합에 대한 비판적 고찰 = A critical review on the current policy of integrating early childhood education and care in Korea

다국어 초록 (Multilingual Abstract)

National committee for ECEC integration was launched in 2014 and announced the three-phase plan for ECEC integration that would be carried out until 2016. This study critically examined the three-phase plan of integration and discussed key issues of integration: the concept of integration, universal access, and market-led ECEC. The concept of integration is proposed to be expanded as one seamless experience for young children and their families, leaving no care gap between the end of parental leave and a child’s entitlement to an ECEC place. Since children do not have a legal individual entitlement to ECEC services in the current system, it is suggested that the integration ensures that ECEC services are universally accessible as a right and a free of charge. Finally, this study addresses the issue of marketization of ECEC and recommends to increase government provision of ECEC services to move more fully integrated new ECEC system.
