This study concerns the characteristics of the tenants of public rental untits built by private sectors. The purposes of this study are to improve the quality of the private sector rental housing units and to provide the basis of public policy toward the diversified demand of rental housing units for the betterment of the quality of life. Various conditions surrounding rental housing units have changed. According to a study of the demand of rental units, about 53.2 percent of the current tenants of rental housing units and 69.6 percent of prospective tenants who currently reside in rental rooms (mostly with key moneys) in within individual residential houses will move to rental units, if the quality of the rental housing built by private sectors improve. The study shows that the demand for rental housing units built by private sector is geared toward the quality improvement and increase in the size of the units. In order to increase the construction of rental housing units by private sector, the public policy for welfare and housing of low-income people should focus on the increase of support for public rental housing. Also, it shows that the policy for medium-income class or those who would become medium-income class should focus on the support of rental housing built by the private sector in order to meet the increasing demand of diversification of housing consumers. The housing market should be shaped into three sub markets: outright sale market, public rental housing market provided by the private sector, and the public sector rental market. The threesub markets should keep a balance for the housing market.
