성과관리에서 조직간 연계에 관한 연구 = 기초자치단체 사례를 중심으로

국문 초록 (Abstract)

‘정부업무평가기본법’에 근거하여 대부분의 지방자치단체가 자체평가를 실시하고 있으나 일부 자치단체는 BSC의 도입을 적극적으로 추진하고 있는데, 그 이유는 BSC를 통한 성과관리가 자체평가보다 우수한 것으로 인식하고 있기 때문이다. 그러나 이러한 인식은 실질적으로 정확한 분석에 입각하고 있거나 지방자치단체에의 적용을 통하여 검증된 것도 아니다. 성과관리는 새로운 시스템의 도입뿐만 아니라 조직의 리더십이나 조직구성원의 노력 여하에 따라서 상당히 달라질 수 있을 뿐만 아니라 조직 상호간의 유기적인 연계에 따라서 조직의 성과가 다르게 나타날 수 있다.
이러한 맥락에서 본 연구는 성과관리에 있어서 내부 및 외부 조직간의 연계가 어떻게 이루어지고 있는가를 실증적으로 분석할 필요가 있다는 측면에서 지방자치단체 수준에서의 성과관리에 관한 이론적인 부분과 실증적인 부분으로 구분하여 고찰하였다. 이론적인 측면에서는 성과관리의 발전과정, 성과관리에 관한 개념들, 필요성, 접근방법 등에 대해서 설명하였다. 실증분석은 충북의 기초자치단체를 대상으로 자체평가를 통한 성과관리에 있어서 실ㆍ과ㆍ소 상호간의 연계성, 실ㆍ과ㆍ소와 외부조직과의 연계성, BSC에 근거한 핵심업무의 관점별 분류 및 관점에 따른 조직간 관계 등을 분석하였다.

다국어 초록 (Multilingual Abstract)

Though most local governments implement self-evaluation based on the Basic Law on the Evaluation of Government Affairs, some local governments actively promote the introduction of Balanced Scorecard(BSC). The reason is that performance management through BSC is perceived more superior to self-evaluation. Such perception, however, has not been based on precise analyses, or has not been verified through application to local governments. Performance management can be substantially different depending not only on the introduction of a new system, but also on organizational leadership or organization members' efforts. In addition, performance can differ according to organic linkage between organizations.
In this context, this study closely examined performance management at the level of local governments in terms of theoretical and empirical categories of performance management from the aspect of the need for empirical analysis on how linkage between internal and external organizations is made. For the theoretical aspect, this study explained the development process, concepts, need, and approaches of performance management. For the empirical analysis, linkages among directions, sections, and agencies, and linkages between directions, sections, and agencies, and external organizations in performance management through self-evaluation were analyzed targeting lower-tier authority in Chungbuk Province. Also, classification of core activities by perspectives based on BSC and relationships between organizations according to perspectives were analyzed for the empirical analysis.
