공적 기억의 시각적 관리정책 형성과 변동과정 분석: 정부표준영정제도를 중심으로 = The Formation and Transformation of Visual Governance of Public Memory: The Case of the Government-Standard Portrait System in South Korea

국문 초록 (Abstract)

본 연구는 정부표준영정제도를 공적 기억을 시각적으로 관리ㆍ조정하는 문화정책의 한 유형으로 규정하고, 그 형성과 변동 과정을 정책과정 이론의 관점에서 분석하였다. 기존 연구가 표준영정을 주로 미술사적 고증 논쟁이나 윤리적 쟁점으로 다루어 온 것과 달리, 본 연구는 해당 제도를 국가에 의해 제도화된 시각적 기억 관리정책으로 재위치시키고자 하였다. 이를 위해 Kingdon의 다중흐름모형(Multiple Streams Framework)을 분석 틀로 활용하여 문제의 흐름, 정책대안의 흐름, 정치의 흐름, 정책의 창이 어떠한 조건에서 결합되었는지를 검토하였다.
분석 결과, 정부표준영정제도는 전쟁과 식민지 경험으로 인한 어진 소실과 시각적 기준 부재라는 문제 인식, 국가 재건과 민족문화 중흥을 강조한 정치적 조건, 그리고 표준 이미지 지정이라는 실행 가능한 정책대안이 결합되며 단기간에 제도화된 것으로 나타났다. 그러나 제도 도입 이후 정치ㆍ사회 환경의 변화와 함께 심의의 강제성이 완화되고 운영 구조가 변화하면서, 국가 표준으로서의 실효성은 점차 약화되었다.
본 연구는 이러한 분석을 바탕으로 단일 이미지에 국가 표준 지위를 부여하는 방식의 한계를 지적하고, 공적 기억의 시각적 관리정책이 통제 중심이 아닌 관리ㆍ조정 중심으로 재구성될 필요가 있음을 논의하였다. 아울러 다중흐름모형이 상징과 이미지가 핵심이 되는 문화정책 사례를 분석하는 데에도 유효한 이론적 틀임을 확인하였다는 점에서 연구의 의의를 찾을 수 있다.

This study examines the Government-Standard Portrait System in South Korea as a form of cultural policy aimed at the visual management and coordination of public memory. While prior research has primarily addressed standard portraits through art-historical authentication or ethical debates, this study repositions the system as an institutionalized policy for managing visual memory under state authority. To this end, this study applies Kingdon’s Multiple Streams Framework (MSF) to analyze the process through which the system was formed and transformed, focusing on the convergence of the problem, policy, and political streams, as well as the policy window.
The analysis demonstrates that the system was rapidly institutionalized through the interaction of three conditions: the recognition of visual disorder caused by the loss of royal portraits during war and colonial rule, political circumstances emphasizing nation-building and the promotion of national culture, and the availability of a feasible policy alternative in the form of state-designated standard images. However, over time, changes in political and social contexts have led to a relaxation of mandatory review procedures and shifts in the operational structure, resulting in a gradual decline in the system’s effectiveness as a national standard.
Based on these findings, this study highlights the limitations of assigning an exclusive national standard status to a single visual image and argues for a shift in visual public memory policy from a control-oriented approach to one centered on management and coordination. In doing so, the study confirms that the MSF provides a useful analytical tool for examining cultural policy cases in which symbols and images play a central role.
