Abstract
Korean government is now proceeding a process to enter the Organization for
Economic Cooperation and Development(OECD) as a regular member country. And korea
is also under heavy international pressure to open domestic financial markets given by
U.S.A and other developed countries.
When the entrance is permitted by OECD, Korean government should observe the
Code of Liberalization of Current Invisible Operations and the Code of Liberalization of
Capital Movements. The liberaliztion of 「Banking and Financial Services」sector, which
is regulated by the Section E of Annex A in the Code of Liberalization of Current
Invisible Operations, is very important for the real accomplishment of the liberalization
of international capital movements.
So when doing a bargain with OECD authority for the entrance of OECD, Korean
government should pay much attention to the following characteristics which could be
found in the 「Banking and Financial Services」sector in OECD member countries.
First, the reservation rate in 「Banking and Financial Services」sector is E/7 > E/2 >
E/3 >E/4 >E/5, E/1 > E/6. Any country would like to protect her disadvantageous
sectors for her mother country's economic interests. That could explain the reason why
OECD member countries show high partial reservation rate in E/7 and E/2.
Third, Korea also maintains legal and administrative regulations in E.7 and E/2
sectors which regulate domestic entrance of and national treatment for the foreign
financial affiliates. But their are no legal discriminations against foreign financial
affiliates in Korea.
We could find much efforts to be adapted to the ongoing liberalization process in
domestic financial markets in Korea. owever, Korean government pay much attention to
take enough times for the successful readjustment in domestic financial markets when
they accept liberalization obligations in 「Banking and Financial Services」 sector.
