우리나라 산림탄소상쇄사업 발전방안 연구

국문 초록 (Abstract)

산림탄소상쇄제도는 탄소흡수원 유지 및 증진활동을 통해 지방자치단체의 장이나 개인사업자가 추가로 확보한 산림탄소 흡수량의 활용방안을 위해 마련된 제도이다. 이 제도는 대기 중의 온실가스 감축을 목표로 하는 기후변화협약과 연계되어 있으며, 탄소흡수원으로서 산림관리의 중요성을 인식시키는 계기가 되었다. 이 제도의 도입은 국가적으로는 온실가스 감축 목표를 성공적으로 이행할 수 있는 가능성을 열어 주었을 뿐만 아니라, 산주들에게는 배출권 거래에 산림을 포함시킬 수 있는 희망이 생겨 새로운 부가수익을 얻을 수 있는 기회가 되었다.
본 연구는 문헌조사와 현장 중심의 실증적 자료를 기반으로 최근 도입된 우리나라 산림탄소상쇄사업의 활성화 방안을 제시하고자 하였다. 문헌조사는 기후변화와 산림, 산림탄소상쇄 사업에 관한 국내·외의 연구자료, 학위논문, 학술논문, 그리고 산림청 및 국립산림과학원의 연구보고서 등을 참조하였다. 한편 현장의 실증적 자료는 현재 ㈜산114에 사업을 의뢰한 산주, 산림탄소센터, 산림청 담당자를 중심으로 전화와 면담을 통해 정보를 수집하고, 탄소등록부에 등록된 사업을 중심으로 사업계획서를 심층적으로 검토하여 연구를 수행하는데 필요한 분석요소를 추출하였다. 이상과 같은 자료를 바탕으로 이 제도의 전반적인 특성과 사업 참여자의 산림 소유구조, 조림수종, 참여 동기 등을 분석하였다. 또한 향후 산림탄소상쇄사업에서 이산화탄소 흡수량 증대를 위해 선택한 수종과 탄소흡수 성과의 관계성을 평가하였다.
마지막으로 본 연구에서는 산림탄소상쇄사업에 참여하고 있는 110개 사업에 대해 사업 유형, 거래 유형, 사업자 구조, 시업 면적 분포, 그리고 이산화탄소 흡수량 등에 대한 다각적 비교 분석을 통해 현황과 문제점을 파악하였다. 이를 기반으로 이 사업의 발전에 필요한 활성화 방안을 제시하고자 하였다. 활성화 방안은 기후변화 대응 산림정책의 강화, 산림탄소상쇄제도의 확대, 탄소가격의 적정성 확보, 그리고 산주를 포함한 국민 참여 활성화 방안 등을 제안하였다.

다국어 초록 (Multilingual Abstract)

The forest carbon offset project has been introduced to better utilize the amount of absorbed carbon through maintenance and development of forest carbon sinks by local governments and individual entrepreneurs. This project is linked to the Climate Change Convention to reduce greenhouse gas and has raised public awareness of the importance of forest maintenance as carbon sinks.
The initiation of this project has provided an opportunity for the government to successfully reduce the greenhouse gas, while also providing the opportunities for individual landowners to generate new income through emissions trading. In this paper, approaches to invigorate the forest carbon offset business in Korea are proposed, based on a literature review and empirical field data.
The literature review includes domestic and foreign research, theses, treatises, and research reports from the Korea Forest Service and Korea Forest Research Institute on climate change and forest carbon offset businesses.
The empirical field data were gathered through phone and in-person meetings with landowners who have commissioned the business to San 114, Ltd and personnel at the Forest Carbon Center and the Korea Forest Service. Additionally, business plans were examined for businesses registered on Carbon Registry.
A thorough analysis of the Carbon Registry uesd to identify the critical factors related to forest carbon offsets. Based on these factors, analysis was conducted on the general character of the project and forest ownership structure, forest species, and participation motifs of the project participants. The correlation between the tree species and their carbon absorbance capacity was also evaluated.
Lastly, a preliminary conceptual framework is provided on the current situation in forest carbon offset. Challenges to this project were identified through multilateral comparative analysis of business types, trading types, business structures, distribution of areas under the project, and amount of absorbed carbon dioxide. Based on these challenges, preliminary recommendation are provided for invigorating and further developing the forest carbon offsets.
Recommendations for invigorating the forest carbon-offset project include reinforcing of forest policies against the climate change, expanding the forest carbon offset system, implementing a more appropriate price for carbon, and incentivizing citizens/land owner participation.
