감정평가산업 전문인력 양성과 융합 교육의 입법정책 과제 - 부처 협업형 인재양성사업 중심으로 - = Legislative Policy Tasks for Appraisal Industry Professional Training and Convergence Education

Abstract

The appraisal industry has grown into a value evaluation industry centered on national land development such as real estate along with the history of economic growth. However, recently in the appraisal market, real estate market price information services have diversified, and proptech appraisal corporations using fourth industrial revolution technologies such as AI and big data have a tendency of growing.
Appraisal experts are in demand for economic and industrial development in various areas such as appraisal corporations, financial institutions, agricultural cooperatives, LH, and SOC public corporations such as local public corporation, and public officials in charge of official prices. However, domestic universities and graduate schools do not have departments and majors that grant ‘bachelor's degrees for appraisal’ independently and so, to pass the appraiser test, the students who have taken various majors should rely on private appraiser institutes and test books in order to pass the exam for the appraisal experts.
Therefore, the demand for experts related to appraisal at home and abroad is expected to continue to grow due to structural changes in the appraisal market with the advent of the 4th Industrial Revolution and, according to this, the ‘Ministry of Land, Infrastructure and Transport’ and ‘Korea Association of Property Appraisers’ need to actively respond to the development of appraisal convergence talent having professionalism.
This study is a part of the policy model of the detailed implementation plan of both ‘the improvement plan to strengthen the competitiveness of the appraisal industry’ and that of ‘the first basic plan for promoting the real estate service industry (2021-2025)’, which is proposed by the Ministry of Land, Infrastructure and Transport, and its purpose is to suggest the model of ‘human resources development project in the form of collaboration between ministries’ as a policy of the experts development in the appraisal industry and the convergence education.

감정평가 산업은 경제성장의 역사와 함께 하면서 부동산 등 국토개발 중심의 가치평가산업으로 성장해 왔다. 그러나 최근 감정평가시장은 부동산 시세정보서비스가 다양화되고, AI · 빅데이터 등 4차산업혁명 기술을 활용한 프롭테크(Prop Tech) 감정평가법인들이 성장하고 있는 추세이다.
감정평가 전문인력은 감정평가법인, 금융기관, 농협, 한국토지주택공사(LH) 및 지방공사 등 SOC공기업, 공시가격 담당 공무원 등 다양한 영역에서 경제 및 산업발전에 필요한 수요가 발생하고 있다. 그러나 감정평가 전문인력 양성은 󰡒감정평가 학사 학위󰡓를 독자적 학부 학위로 수여하는 대학교의 학과 및 전공은 국내 대학 및 대학원에 개설되어 있지 않으며, 다양한 전공을 수강한 학생들이 감정평가사 시험을 민간 감정평가학원 및 수험서에 의존하여 교육되고 배출되고 있는 구조이다.
따라서 국내외 감정평가 관련 전문인력 수요는 4차 산업혁명 시대의 도래와 더불어 감정평가 시장의 구조변화로 인해 지속적으로 성장할 것으로 전망되며, 이에 따라 국토교통부 및 한국감정평가사협회도 전문성을 갖춘 감정평가 융합인재 양성에 적극적으로 대응할 필요가 있다.
본 연구는 국토교통부가 제시한 “감정평가산업의 경쟁력 강화를 위한 개선방안󰡓과 󰡒제1차 부동산서비스산업 진흥 기본계획(2021~2025)󰡓의 구체적 실행 방안의 정책 모델 일환으로, 󰡒부처 협업형 인재양성사업󰡓 모델을 감정평가산업 전문인력 양성과 융합 교육의 정책으로 제언하는데 목적이 있다.
