초고층 건축물의 화재 및 피난특성 분석을 통한 안전관리 확보 방안에 관한 연구 = A Study on the Safety management through Analyzing the Characteristics of Fire and Evacuation in Hyper Skyscraper Buildings

국문 초록 (Abstract)

국내 건축물의 초고층화 추세에 맞추어 안전한 경제활동 공간으로서의 안전을 확보하기 위해서는 초고층건축물에 대한 보다 다양한 측면에서의 화재 및 피난특성을 검토하고 이에 대한 안전대책을 마련하는 것이 무엇보다도 중요하다고 생각된다. 초고층 건축물은 일반건축물과 달리 수평적 측면보다도 수직적인 측면 그 자체가 중요한 역할을 가지고 있으므로 이에 대하여 기술적인 문제뿐 아니라, 도시의 상징성에 있어서도 매우 중요한 역할을 하는 것을 알 수 있다.
우리가 초고층 건축물에 대한 안전를 확보하기 위해서는 무엇보다도 화재의 특성을 분석하고 이에 대한 피난 상 문제점을 발굴 개선함으로써 국내에서도 초고층건축물이 안전하게 건축 될 ?있도록 안전관리 대응 방안에 대해 살펴보았다.
우리나라는 초고층건축물에 대한 규제 근거법령이 없는 관계로 일반건축물에 적용되는 기준들이 초고층 건축물에도 동일하게 적용되고 있어 초고층 건축물만이 갖고 있는 환경적이고 구조적 특성이 무시됨으로서 화재 등 재난 시 많은 인명 및 재산피해가 발생할 우려가 높은 것이 우리나라의 현실이다. 따라서 이에 대한 별도 초고 층건축물의 안전관리에 관한 특별법 제정으로 초고층 건축물의 안전 확보가 절실히 요구된다.
또한 날로 발전하고 있는 기술력의 효율화를 도모하기 위하여 도입되고 있는 성능위주설계 방식에 대한 다각적인 연구 등을 통하여 건축물별로 특성에 맞는 성능위주의 설계를 함으로써 우리 실정에 맞는 기술 개발 등이 매우 중요하다.
끝으로 인명안전과 직결되는 시설에 대한 국가 및 국민 모두의 인식의 전환이 필요하다. 선진국과 같이 초고층건축물에 대한 기술적인 내용을 충분하게 검토할 수 있도록 소방·방재전문위원회를 구성하여 건축 설계 단계에서부터 종합적인 소방·방재계획을 수립할 수 있어야 한다. 따라서 초고층 건축물은 새로운 도시기능과 공간의 창출수단으로 수요가 더욱 증가 할 것임으로 관련 기술에 대한 연구개발이 절실히 요구된다.
따라서 이러한 초고층건물의 화재특성에 대한 공학적인 분석과 연구 및 법적, 제도적 보완이 필요하며, 성능위주의 화재안전설계를 통한 적정 수준의 화재안전이 확보되어야 하고 인명구조를 위한 피난안전대책이 확실히 확립되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

With the tendency of skyscraper in the domestic building, it is very important to investigate the fire and the characteristics of evacuation in various aspects and to prepare safe countermeasures for the safe space of economic activity. The skyscraper plays an important role in a vertical than in a horizontal and it also plays a major role in the symbol of the city as well as a technology.
To secure the safety of the skyscraper, we have to analyze the characteristics of fire and improve the matters of evacuation and we must consider the methods of the safe management to build the skyscraper.
In Korea, there are no related basis laws about the skyscraper and the laws for the general building are also applied to the skyscraper. So the environmental and structural characteristics of the skyscraper are ignored. As a result, in the case of a disaster such as a fire, we have more possibility to cause serious damages in human and wealth. It is sincerely demanded to secure the safety of the skyscraper with the establishment of law about the safe management of the skyscraper.
Various researches about the efficiency-oriented design are needed for the efficiency of the technology which is developed day by day. It is also important to develop the technology in accordance with our circumstance by doing the efficiency-oriented design to be consistent with the characteristics of the building.
In conclusion, we, our nation and people, need to change our recognition of the facility which is directly related with the safety of human. Like developed countries, we have to compose the expert committee for the fire fighting and prevention of disaster to investigate the technical contents of the skyscraper sufficiently and to make steps from the architectural design to the overall fire fighting and prevention of disaster. Consequently, as the way of developing the new function of city and space, the demand of the skyscraper will increase. So we have to develop the technology for the skyscraper.
The technological analysis and research and the legal and institutional complement about the fire characteristics of the skyscraper is necessary, the fire safety at an appropriate level has to be secured through the design of fire safety and the safe measure of evacuation for saving lives has to be established.
