The purpose of this study was to examine levels of telecommunication Ethics and investigate correlation between telecommunication Ethics and cyher-crimes of the younger generation. This study surveyed total 500 male and female high school students. 140 students in Seoul, 120 students in Kyunggi. 120 students in Kyungnam, and 120 students in Kangwon - in four cities including Seoul, Kyunggi, Kyungnam, and Kangwon for 10 days from 2003. 4. 1 to 2003. 4. 12. First, the level of telecommunication Ethics of teenagers indicates the higher level, 3.71% based on 5points of total scores Telecommunication Ethics of teenagers is higher than the average standard comparing to ethnics of intellectual property which is lower than other subordinate factors. This results represent that teenagers have high levels of telecommunication Ethics for cyber-crimes such as hacking, spreading virus. flowing personal information. However they are insensible to piracy and illegal information exchanges including surfing the sex sites and illegal copying the software. Seconcl, cyber-crimes of teenagers indicate low levels because the survey of computer related crime actions gained low points including hacking, spreading virus. accessing anti-society sites, selling the original software, selling sexual products lechery, games, illegal copying products. However, teenagers do not cognize cyber behavior as crimes including downloading music files, sharing music files, piracy the software and accessing lechery and pornography. According to this finding, these cyber-crimes pointed the average of 3,00%, so teenagers do not recognize illegal copying and sharing the software and accessing pornographies as serious cyber-crimes. Third, the correlation between telecommunication Ethics and cyber-crimes is critical results(-.481%). and other four subordinate factors of ethics of illegal information flows severe relations with cyber-crimes(-.574%). Four subordinate factors indicate important correlations in Probability 0.01%. Fourth, the most severe telecommunication Ethics factors from information technology ethnics influencing on cyber-crimes is ethnic of illegal information circulation. Although the interrelation between ethnic of accessing on the personal information and cyber-crimes revels the relations, the ethnics of accessing personal information do not cause cyber-crimes. This findings are depended on limited questionnaire which asked only about personal and company information which might be hard to be managed by teenagers as already mentioned the previous paragraph.
