In this paper the urban growth model is extended to address issues of managing urban growth with regard to the various classes of public infrastructure. It is shown that the interplay between the provisions of infrastructure and the city’s growth path is distinguished between different types of public infrastructure. In the case of public facilities with incremental investments, a dual obligation regime, under which new residents should bear a fare share of replacement costs and the marginal costs of infrastructure expansion, can ensure efficient growth of the city. By contrast, efficiency in the city’s growth with respect to lumpy infrastructure is attained if new residents are enforced to pay for the marginal costs of infrastructure expansion. Thus, a generalized rule of growth management designed without due account of the inherent attributes of infrastructure taken would be invalid from the standpoint of efficient urban growth. Then, the inadequacy claim of the indiscriminate blanket policy implies the complexity of managing urban growth congruent with infrastructure provisions such that efficiency in urban growth can be ensured.
