두 번의 이중위기에 대한 유럽연합의 대응 ― 유럽에서 신자유주의적 경제적 지구화의 기원․발전․위기․전환 = European Union’s Responses to Two ‘Double Crises’: An Analysis of the Origins, Developments, Crises and Transformations of Neoliberal Economic Globalization in Europe

국문 초록 (Abstract)

이 글은 두 차례의 이중위기에 대한 유럽연합의 대응을 분석함으로써 유럽에서 신자유주의적 경제적 지구화의 기원, 발전, 위기, 전환의 과정을 역사적으로 추적하고 재구성하려는 시도이다. 우선 제2장에서는 이중위기에 대한 이해와 접근을 위해 초국적 헤게모니 개념을 이론적으로 설명하는 것으로부터 시작한다. 초국적 헤게모니는 팍스 아메리카나 시기 미국의 세계 헤게모니를 파악하는 데는 물론, 유럽에서 신자유주의적 경제적 지구화를 추진했던 유럽적 헤게모니를 이해하는 데도 유용하다. 제3장은 첫 번째 이중위기에 대한 유럽연합의 대응을 분석한다. 이 대응은 한 마디로 유럽에서 신자유주의적 경제적 지구화를 추진하는 것이었다. 단일유럽시장의 창출에서 유럽의 신자유주의적 경제적 지구화의 기원을 찾을 수 있으며, 경제화폐연합의 실현과 유럽 금융시장의 통합에서 신자유주의적 경제적 지구화의 단계적 발전을 확인할 수 있다. 제4장은 두 번째 이중위기에 대한 유럽연합의 대응을 분석한다. 신자유주의적 경제적 지구화의 위기는 초국적 차원에서 2007/08년 지구적 금융위기와 이를 잇는 유로위기, 그리고 국내적 차원에서 우파 포퓰리즘의 부상으로 표출되었다. 유럽연합은 유로위기에 대해 처음에는 긴축과 경쟁력 강화라는 여전히 신자유주의적인 처방과 대응책으로 임했다. 그러나 2014년 이후 유럽연합의 대응은 긴축으로부터 투자로 선회하는 전환의 모습을 보인다. 극우 포퓰리즘의 부상으로 표현되는 신자유주의적 경쟁국가의 위기가 이 전환을 가져온 내부적 압력이었다면, 미국, 중국, 유럽연합의 새로운 삼극경쟁에 대응하는 것은 이 전환의 외부적 압력이었다.

다국어 초록 (Multilingual Abstract)

This paper aims to trace and reconstruct the origins, developments, crises, and transformations of neoliberal economic globalization in Europe by analyzing the European Union's responses to two ‘double crises’ throughout their historical phases. To begin with, Chapter 2 explains the theoretical concept of transnational hegemony to understand the double crises in Europe. Transnational hegemony is a useful concept not only for comprehending US global hegemony during the Pax Americana era but also for grasping the rise of European hegemony that propelled neoliberal economic globalization in Europe. Chapter 3 analyzes the European Union's response to the first ‘double crisis’, which, in short, was to boost neoliberal economic globalization in Europe. European neoliberal economic globalization originated with the creation of the European Single Market and saw gradual developments in the establishment of the Economic Monetary Union and the integration of European financial markets. Chapter 4 examines the European Union's response to the second ‘double crisis’. Neoliberal economic globalization in Europe experienced the Euro-crisis at the transnational level as a subsequent result of the 2007/08 global financial crisis. Simultaneously, it manifested its crisis through the rise of right-wing populism at the national level. The initial response of the European Union to the Euro-crisis remained to emphasize austerity and competitiveness, which were considered the primary tenets and measures of neoliberalism. However, since 2014, the European Union's response has shifted from austerity to investment. If the internal pressure from the crisis of the neoliberal competitive state, as demonstrated by the rise of right-wing populism, contributed to this shift, the new tripartite competition among the United States, China, and the European Union also played a role as an external pressure in this transformation.
