This study builds a conceptual system for English as a foreign language(EFL) curriculum for the development of `communicative competence` of Korean elementary school children. The conceptual system consists of curricular elements identified by curriculum specialists. The prime value of the conceptual system developed in this study is to provide some insights into the goal of `communicative competence` and interrelationship among curricular elements. While the conceptual system developed in this study is, however, not a step-by-step guide or manual for building an EFL curriculum, it still has some practical value. If the practitioners including teachers and curriculum developers gain a holistic perspective from the conceptual system. they will be able to see connected things as related. They will, then, be able to plan daily EFL lessons and entire school EFL curriculum. The conceptual system may also be used for a framework to guide EFL curriculum inquiry. It helps to think EFL curriculum as a whole and helps to describe the dimensions and complexity embraced by EFL. If the practice of EFL can be described as a whole and cumulative data about the practice will be available, the field of EFL will formulate at least working hypotheses which are prerequisite to theory to begin and end practice.
