1960-1970년대 노동총연맹의 이주노동자 인식과 이미지 생산

국문 초록 (Abstract)

노동총연맹은 이주노동자들에 대한 배제의 논리에 맞서 생산시스템 속에서 그들의 실제 역할을 강조했다. 즉 노동총연맹은 이주노동자들이 프랑스인들의 일자리를 빼앗는 존재가 아니라, 사람들이 외면하는 위험하고 고된 일을 대신 맡아서 해주는 노동계급의 일원이었다고 인식하고 있었다. 이것은 이주노동자들을 실업률 상승의 주범으로 간주하는 인종주의적 시각과 대조되는 것이었다. 노동총연맹은 ‘하나의 노동계급’이라는 전통적인 시각을 통해 이주노동자와 프랑스노동자 사이의 관계를 파악하고 있었다. 이것은 국경을 넘어온 이주노동자의 특수성 보다는 자본주의 체제에서 노동자로서의 동질성과 보편성을 강조하는 구호였다. 1960년대와 1970년대에 ‘단일한 노동계급’ 노선은 노동운동에서 지배적인 담론을 형성하고 있었다. 양자 모두 자본주의적 생산시스템의 동일한 피해자라는 관점이었다. 그러나 동총연맹은 이주노동자들의 특수한 현실을 알고 있었다. 특수성에 대한 실제 인식과 단일한 계급을 지향하는 선언적 구호의 차이는 역설적이게도 모순된 이미지 생산으로 귀결되었다. ‘하나의 노동계급’이라는 구호아래 함께 일하고, 함께 투쟁하며, 함께 생활하는 이주노동자와 프랑스 노동자의 모습이 아니라 외국인들을 타자화된 대상으로 묘사하는 이미지들이 만들어지고 재생산 되었던 것이다.

다국어 초록 (Multilingual Abstract)

CGT is one of the most important organizations to socialize migrant workers. This french confederation of Trade unions opposes the logic of exclusion and points out the role migrant workers play in the production systems. CGT doesn"t consider them as a factor increasing the unemployment rate, but as the part of working class. Thus the CGT establishes the relation between french workers and migrant workers under the influence of slogan “one sole working class”. Ignoring distinct characteristics of migrant workers, this slogan highlights homogeneity and universality as victims of capitalism. However, the CGT perceives special situations of migrant workers. Their labor conditions and living environment are particularly bad and worse obviously than those of french workers. This difference between perception of special situation and slogan aiming one sole working class leads to produce several type of paradoxial images. Under the slogan of “one sole working class”, images which the CGT produce in La Vie ouvriere in 1960s and 1970s, describe migrant workers as otherized body.
