한반도 평화체제와 한미동맹 = Peace Regime on Korean Peninsula and ROK-U.S. Alliance.

다국어 초록 (Multilingual Abstract)

The peace regime on the Korean peninsula consists of three aspects.
A legal aspect of the peace regime is to replace the armistice treaty with a peace treaty among related parties. A military-political aspect of the peace regime includes achieving arms control and disarmament on the Korean peninsula.
An international aspect of the peace regime includes normalization of diplomatic relations among the United States, Japan, and both Koreas.
Once the negotiation over the Korean peninsula peace regime gets into strides, a number of issues will be raised regarding Korea-U.S.
alliance. First, if the peace regime means replacing the armistice treaty with a peace treaty, then the status of the United Nations Command and Combined Forces Command should be changed. Both Korea and the U.S. should reach a consensus on the future shape of ROK-U.S. combined defense posture. Second, wartime operational control should be returned to Korea. It is natural that Korea should get it back, but it must be returned to Korea at the right time and under right conditions. Third, strategic flexibility of the USFK can cause troubles with neighboring nations around the Korean peninsula in the long term. The United States and Korea should work out detailed guidelines regarding the criteria and conditions of mobilizing USFK under strategic flexibility.
