광역자치단체 풍수해보험 가입률 결정요인에 관한 연구 = 풍수피해와 정보제공의 조절효과를 중심으로

국문 초록 (Abstract)

이 논문의 목적은 우리나라 광역시도를 대상으로 정책성 보험인 풍수해보험 가입률 결정요인을 탐색하고 정책수단인 정보제공이 풍수해보험 가입률을 높이는 중요한 요인인지를 규명하는 것이다. 다중회귀분석을 시행한 결과, 풍수해보험에 대한 정보제공, 전년도 풍수피해, 자연재해 위험지구 변수가 주택부문 보험가입률에 긍정적 영향을 미치는 것으로 나타났다. 아울러 정보제공이 전년도 풍수피해에 대해 갖는 조절효과를 분석한 결과, 통계적으로 유의미하지 않았지만 전년도 풍수해가 큰 지역과 작은 지역으로 구분했을 때 정보제공의 조절효과가 의미를 가질 수 있음을 발견하였다. 이 같은 분석결과는 풍수해 상습발생 지역과 전년도 풍수피해 발생지역을 중심으로 홍보 등 보험관련 정보를 집중제공하고, 전년도 풍수해가 작은 지역에서 보험가입률이 저조한 현실을 반영하여 장기 보험계약으로 전환할 것을 시사한다.

다국어 초록 (Multilingual Abstract)

The Storm and Flood Insurance(SFI) scheme has been criticized for poor performance since it was introduced in 2008. This study attempts to understand the factors which affect the purchase rate of SFI using data taken from 7 metropolitan and 9 provincial areas. With a policy tool approach, we test key hypotheses in a multiple regression model. The results indicate that public information, previous year"s damages, and high-risk districts are positively associated with the purchase rate of SFI. Further analysis reveals no pattern of moderating effects of public information on the previous year"s damages. However, there still remains a higher likelihood of meaningful moderating effect on the purchase rate along with the magnitude of damaged areas. This study suggests that governments need to provide public information for high-risk districts more actively and change insurance policy for a long term in order to improve the purchase rate of SFI, while also maintain the government compensation scheme.
