The purpose of this study is to inquire a framework for underclass children`s integrative development and learning capability building. This inquiry, with a problem posing approach, is based on three key questions. The first question concerns why it is important for underclass children to develop integratively and to enhance learning capability. As for this question, it is examined that what it means, to develop integratively and, to enhance learning capability and why it is important for underclass children to develop integrativelyy and to enhance learning capability. The second question is about what will be an appropriate educational approach for integrative development and learning capability building. As for this question, growth model-oriented educational approach is proposed. The third question is concerned what is the nature of learning process for integrative development and learning capability building. To answer this question, some characteristics in terms of educational process, analyzed through best educational practice, have examined Furthemore, complexity theory is adopted to understand the nature of this learning process
