I. Introduction
Until 1950s', our governmental policies for university management or administration were near to laissez-faire. But, since 60s'excessive governmental controls for the University have been cumulative, which lead to restrain the freedom of Academy and institutional autonomy.
Therefore, it is a pivotal issue to establish or manage the freedom of Academy and institutional autonomy in Universities.
Under this acknowledgement, this article focused on the establishment of self-control mechanism in university.
In order to pursuit this goa1, I followed the analysis of Fremont E. Kast and James E. Rosenzweig. They analyzed organization system into environmental suprasystem, goals and values subsystem, structura1 subsystem, technical subsystem, psychosocial subsystem and managerial subsystem.
II. Each Fault and Desirable Orientation of University-Administration System in Korea.
1. Environmental Suprasystem.
Uniformity and regulation are characteristics of university Administration in Korea. To analyze these causes, I especially focused on the legal, ecological and political conditions.
For the stablishment of universities' freedom, Universities need to be guaranteed the political neutrality. And it needs the functional redistribution of the Ministry of Education. Also, it needs to change the behaviors of the educational authorities bureaucrats
2. Goals and Values Subsystem.
By excessive governmental supervision, most of universities in Korea have not idiosyncracy. Therefore, governmental involvement and control have to be confined to elevate the quality of Universities' education, guarantee University autonomy and academic freedom in Korea.
3. Structural Subsystem
As stated above Korea's universities have not institutional autonomy. Therefore, as a top management in a University, President pursuits moralistic conscience and judgement to restore the ideological identity of university.
Also, Trustee Council in private school has to be recovered to do its basic functions.
4. Psychosocial Subsystem
Between professors and the administrative bureaucrats in-university exist intrinsic conflicts.
Therefore, By the harmony of democratism and efficiency, the intrinsic conflict is expected to be unveiled.
5. Technical Subsystem
Administrative complexities in universities have been increasing, so it needs the technical specialization of Administrative elites and the adaptation of computer to the university administration.
6. Managerial Subsystem
A rational legislative or deliberative organ in universities is needed. Therefore, the existing legislative organ is supplemented or reorganized.
III. Conclusion
In order to restore and maintain the Korea's Universities' autonomy universities have to keep to political neutrality and university professors' extensive participation in policy-making process is needed. Also the redistribution of Administrative functions and change of educational authorities bureaucrats' behavior are prerequisite for Korea's universities autonomy.
By doing so, universities have social responsibility and adaptive ability to respond the situational change.
