CHARACTERISTICS OF KOREAN BUREAUCRACY = 한국 관료제의 특징

다국어 초록 (Multilingual Abstract)

As nation builted and developed, bureaucracy has also been developed. buearucracy adopted and improved its role and functions as society need new role of government. In the case of Korea, bureaucracy is very typical system in compare with other countries, since the nation formed centralized government from the start. For the last several decades, Korea society especially economy has been very fastly developed. In this period, Korean bureaucracy had to do very important role in the development of the nation. Now the role of government and bureaucracy is changed as society is changed. It means there is a very differrent role of bureaucracy between the last role of bureaucracy and the recent. In this situtation, it is worth to review the role of bureaucracy of the early 1960's to 1970's.

국문 초록 (Abstract)

관료제의 발달은 국가의 발전과 그 맥을 같이하고 있다. 관료제와 관료들의 역할은 그 시대와 그 사회가 요구하는데 따라 변화하고 적응해 왔다. 우리나라의 관료제는 세계적으로 가장 먼저 또한 잘 발달된 나라의 하나이다. 위리의 경우 국가가 형성되면서부터 중앙집권체제를 갖추었고 그에 따라 관료들의 역할도 컸다. 특히 현대사회에 들어오면서 1960년대 초 현대사회에 들어오면서부터 시회발전과 국가발전 그리고 행정의 발전을 위한 우수한 인력으로 구성된 관료들의 역할은 지대한 것이었다. 그러나 시대가 바뀜에 따라 관료들의 역할도 변하여 2000년대 후반인 현재에는 과거의 역할과 큰 거리가 있다. 이러한 시점에서 국가발전에 큰 역할을 담당했던 관료제를 다시 재검토하는 것이 의의가 있다.
