우리나라 준고령자의 평생교육 참여 실태 분석 = An Analysis of Participation in Lifelong Education in Korea - Focusing on the Semi-aged More Than Fifty Years Old

Compared to increasing demand for vocational and lifelong education in an ageing society, there has not been enough educational programs and facilities for the aged. What is worse, there has been little studies for vitalizing these programs. This study analyzes the factors that might affect the decision of the semi-aged to participation in vocational and lifelong education using KLIPS(Korean Labor and Income Panel Study). Previous studies have pointed out time and cost as the most influential deterrents to participation. This study sheds some light on desire to participation that might influence the participation ratio in vocational and lifelong education. For this purpose, we categorized the semi-aged into two groups according to desire to participation. and we compare the participation ratio for each group. We found that desire to participation in vocational and lifelong education has been very low from 1998 to 2003 while the participation ratio of the semi-aged has been growing for the group that has strong desire to participation. This result shows that weak desire might be an important deterrent to participation in vocational and lifelong education. Finally, we suggest an alternative approach to resolving low participation of the semi-aged focusing on weak desire rather than deterrents to participation.

국문 초록 (Abstract)

고령화 사회에 접어들면서 우리나라에서는 준고령자를 대상으로 하는 직업교육 및 평생교육에 대한 요구가 점차 커지고 있으나 이들을 위한 프로그램 및 시설이 미비하고 그 활성화를 위한 연구도 미흡한 실정이다. 통계청(2000. 2004)에 따르면 15세 이상 가구원의 평생교육 참여율은 2004년 21.6%로 2000년 17.2%에 비해 높아지고 있으나 여전히 OECD 평균 35.6%에 크게 못 미치고 있다. 본 연구는 앞서 제기되었던 문제의식에서 출발하여 과연 우리나라의 경우 왜 노인의 교육 참여율이 저조한가를 분석하고자 한다. 이를 위해 우리는 한국 노동패널 자료를 활용하여 50세 이상 준고령자를 대상으로 직업교육과 직업 외 교육 참여 실태를 파악하고 참여율이 저조한 것은 시간적ㆍ경제적 이유도 있겠지만 준고령자가 직업 또는 평생 교육 자체를 희망하지 않는 것에도 큰 이유가 있지 않겠냐는 것에 주목하고자 한다. 본 연구는 준고령자의 저조한 교육 참여율을 두 단계로 나누어 분석하였다. 첫 번째 단계에서는 저조한 참여율이 낮은 참여 희망률에 기언하는 것이 아닌가하는 문제의식에서 연령별로 교육참여 희망률을 파악하였고, 두 번째 단계에서는 교육 희망자와 비희망자를 구분하여 연령별로 교육 참여율을 살펴보았다. 직업교육 참여율이 점차적으로 높아지는 추세인 것에 반해 직업교육 희망률은 뚜렷한 증가 추세를 보이지 않고 오히려 1차년도에 비해 7차년도는 매우 낮은 것으로 나타났다.
평생교육 희망률 또한 50대 이상 준고령자의 경우 매우 낮은 것으로 나타났다. 특히, 50세 이상의 직업교육 희망률은 직업교육 참여율만큼이나 낮았다. 한편, 직업교육 희망 여부에 따른 직업교육 참여율은 우선 직업훈련 희망자의 참여율이 비희망자에 비해 크게 높았고 증가하는 추세에 있었다. 특히, 50대 이상의 준고령자 중 직업교육 희망자의 참여율이 같은 연령대 평균 참여율보다 크게 높은 것으로 나타났다.
이러한 결과는 고령층의 직업교육 문제에 대한 접근이 왜 직업교육에 참여하지 않는가 보다는 왜 직업교육을 희망하지 않는가에 대한 시각으로 접근해야 함을 시사하고 있다.
