    본 연구는 윤석열 정부의 경찰제도개선 정책을 Marsh와 McConnell의 정책평가 모형으로 분석하였다. 분석 결과, 과정, 프로그램, 정치적 측면 모두에서 정책 실패로 평가되었다.
    과정적 측면에서는 법률 개정 사항에 대한 행정입법 추진으로 절차적 하자가 발생했으며, 비공개적 정책 결정 과정은 민주적 가치를 훼손했다. 행정부 고위급의 강한 연합에도 불구하고, 경찰청 등 다른 이해관계자의 반대에 직면하여 정치적 지속가능성이 취약했으며, 새로운 구조적 개혁 대신 과거 법무부 조직 모델을 적용하여 회귀적 정책이라는 비판을 받았다.

The analysis reveals that the policy failed across procedural, programmatic, and political dimensions.
    Procedurally, the policy's implementation via administrative legislation, bypassing parliamentary deliberation, raised significant legal controversies. The lack of transparency and inclusivity in the policy formation process undermined democratic values such as deliberation, participation, accountability, and transparency. Despite a strong policy coalition between the President and the Minister of the Interior and Safety, the policy faced intense opposition from the National Police Agency, field officers, and the National Police Committee, leading to substantial conflict. Furthermore, the persistent objection from the opposition party indicated weak political sustainability.
    Programmatically, evaluations based on the Ministry of the Interior and Safety's self-assessments and the National Police Agency’s internal investigations revealed significant shortcomings. The Police Bureau's stated goal of "police administrative support for democratic management and efficient performance" received unsatisfactory ratings in consecutive years. Job satisfaction among police officers plummeted, reverting to decade-old levels. Outcome indicators, such as the Minister’s accountability, diversification of high-ranking police personnel, and enhancements in public safety and human rights, also showed negative trends. The Minister failed to adequately represent police interests, high-ranking appointments remained biased, and public trust in the police declined. The policy's implementation also appeared to have resulted in inefficient resource allocation, violating existing administrative guidelines.
