전력시장 규제계약(vesting contract) 제도의 해외 사례 및 주요 시사점 = Overseas Cases and Policy Implications of Vesting Contract in Electricity Market

Gecos-six affiliates of KEPCO-are under adjustment coefficient transaction so some of their profits are absorbed by KEPCO. Adjustment coefficient transaction, however, has not applied to private generation companies, as a result, they achieved extraordinarily high profit recently. As a countermeasure, the Korean government decided to introduce Vesting Contract to electricity market. This paper explains the main concepts and contract contents of Vesting Contract, and introduces overseas cases. This research raises some policy implications. (i) Current vesting contract is similar to expansion of existing adjustment coefficient transaction, (ii) vesting contract shoud be related to introduction of competition to retail market, (iii) hydroelectricity is not adequate to vesting contract and (iv) some suggests for successful implementation are presented.
