The purpose of this study is to discuss the legislation proposal for certificated qualification system of care worker in long-term care system for the elderly. This study reviewed the medical paradigm and ecological paradigm on care. And several alternative proposal for certificated qualification system of care worker was evaluated in dimensions of the appropriateness between certificated qualification system and the content of tasks, the quality of care worker personnel, the independence of hospital system, the political actualization. This study proposed that the certificated qualification system of care worker be different from that of nursing aides.
