고령화 사회의 사회정책 방향 = Policy Directions for Coping with Aging Society -Centering around Health and Social Service Policy for Older Persons-

국문 초록 (Abstract)

본 논문은 고령화 사회에 대비하는 사회정책부문 중에서 보건복지의 욕구가 취약한 계층인 노인집단을 대상으로 한 정책방향에 대해서 정리한 것이다. 노인보건복지정책의 기본방향은 고령자의 건강상태를 기준으로 목표대상을 구분하고, 각 대상 집단별로 적합한 보건복지서비스를 집중적으로 제공함으로써 사전적인 재가 및 시설보호를 억제시키거나 장애노인을 위한 가족의 수발부담을 완화시키는데 두어져야 한다. 다시 말하면, 첫 번째는 건강유지 및 증진을 통한 활기찬 고령화를 유도하여야 하고, 두 번째는 사회적 노인보호제도를 통한 일상생활의 자립을 지원하는 것으로 정책방향을 수립하여야 하겠다. 이를 위하여 중점적으로 추진하여야 하는 서비스로써는 첫째, 자발적인 건강증진을 목적으로 하는 고령자 건강클럽의 조성 및 활성화가 필요하고, 둘째, 자발적인 건강유지를 목적으로 하는 지역사회서비스중심의 고령자일자리를 마련할 필요가 있고, 세 번째는 자립적인 일상생활유지를 목적으로 하는 공적 장기요양보장제도의 도입 및 확대가 필요하겠다. 특히, 세 번째는 노인의 고령화추세에 따라 크게 표출되는 사회적 욕구에 대처하기 위한 정책이기 때문에 사전적인 준비 작업이 필요한 서비스라 하겠다.

다국어 초록 (Multilingual Abstract)

This paper was written to arrange policy direction for delivering health and social services to older persons, coping with social policy in aging society. The fundamental direction for health and social service policy for older persons should be put on avoiding admittance to nursing home or providence of home care in advance and alleviating care burdens of family care-givers with delivering intensively appropriate services by target groups which are classified according to health status. Speaking repeatedly, the basic policy should be directed to achieve the active aging through maintenance and promotion of health firstly, and to assist independence of daily livings through socially aged care system secondly. The concrete issues are as follows: firstly, to building up and activating older persons` health clubs with a view to getting voluntary health promotion; secondly, to provide community service jobs with a view to getting voluntary health maintenance; thirdly, to introduce public long term care system with a view to getting function of independent daily livings. In particularly, the third issue can be said to be important system in order to cope with increasing needs of health and social services of the oldest-old in aging society.
