원격대학 성과 분석 연구 = An Analysis of Cyber University Outcomes in Korea

The purpose of this study is (1) to define a criteria to analyze the outcome of 17 cyber universities established in Korea since 2001, (2) to diagnose the current situation of cyber universities, and (3) to suggest some implications for the improvement of cyber universities. The following research questions guided the study: 1) What is a proper criteria to analyze the outcomes of the 17 cyber universities in Korea? 2) What are the outcomes of the 17 cyber universities in Korea? In order to define appropriate outcomes, we reviewed relevant literature, identified several areas of outcomes of cyber universities, and constructed a suitable criteria for outcome analysis. The criteria for outcome analysis consisted of three areas including; personal outcomes, cyber university institutional outcomes, and the social outcomes. All of these were established through an advisory committee comprised of cyber university staff and professors in distance and lifelong education areas. Based on this criteria, we developed two types of survey tools for collecting data from students (including graduates) and full-time professors in the 17 cyber universities. Out of the target population, 6,257 students (7.88% of the population) and 205 full-time professors (58.57% of the population) participated in the survey. To analyze the current situation of these cyber universities, we also used statistical yearbooks and web-sites. In addition, we had focus-group interviews with Human Resource managers in the private sector and other institutions who employ cyber university graduates. Based on the findings, we concluded the following: First, based on the survey findings, cyber universities in Korea seem to have accomplished their foundation goals in providing people with the opportunity to obtain a bachelor`s degree and develop their career. Second, the findings of this study show that cyber universities in Korea have arrived at a stage of maturity beyond a growth period. They have contributed to the promotion of lifelong education, and played key role to improve educational excellence for distance education.
