This study has assumed that the changes in alliance policy of North Korea and China in the 1990s have changed the characteristics of alliance between North Korea and China and analyzed the factors and characteristics of the alliance changes from the political, economic, and institutional aspects.
In the 1990s, the alliance policy of North Korea maintained a constant distance with China's reform and opening up policy while securing support of security and finances for system maintenance. China's alliance policy adjusted the political, economic, and military dependence on the proper level, and by utilizing this matter, China tried to make an influence on North Korea and the Korean peninsula.
The 1990s was a time for North Korea and China to repeat conflict and cooperation through according to their alliance policies. From the political aspect, whether the recognition of the social development route, from the economic aspect, using North Korea's economic dependence on China's policy impact, acceptance of North Korea on this matter, and in terms of institutional position of China on whether they recognize the Korean peninsula issue were the main factors in the alliance change of North Korea and China.
As a result of the effects of these three factors, the North Korea and China alliance policy now has a different characteristics compared to the past. The purpose of the alliance policy has changed to defense alliance from attack and defense alliance and the obligations of the treaty of union has also decreased to negotiations level from a defense treaty level. In the alliance policy nations relationships, the imbalance has been intensified in the security and autonomy of North Korea and China and the support of the alliance has changed to unilateral status. The validity of the permanent treaty of alliance has changed to temporary through the 1990s and the institutionalization of the alliance was greatly weakened throughout the beginning and middle of the 1990s but in 1996, it was complemented with a certain degree with an aid agreement.
