한국영화제도 개선방향에 대한 제언 : 제7차 영화법개정안을 중심으로 고찰 An examination about the revision of the seventh Korean cinema law = The Suggestion on The Direction of Improving Korean Cinema Policy

We have well known that during the seventy years of Korean film history, the Korean Cinema Policy on the basis of film law or film regulation have been rather the controling law than the pro motive law on the development of Korean Cinema in itself.
The controling law of Korean Cinema have made various problems which are acting as hindrance factros to the development of Korean Cinema. Moreever, recently Many American films were directly imported by UIP and also directly distribute those films at first run movie house in Seoul.
As the result, the Korean film industry needs the special pro motive policy for the development Korean film. Because the situation of Korean film world is changed to be very serious. We can guess that the American film industry's capital affect upon the Korean film industy in every aspects.
So we must prepate counter plan against the recent serious situation of the Korean film world. The idea of counter plan is the revision of Korean Cinema law which have controled the freedom for the production of Korean film. Now every people relative to the Korean film suggest the ideas for the revision fo 7th Korean Cinema law to be the ideal pro motive policy.
Their suggestions on the new Korean Cinema policy will emphasize the promotion for making film. The important suggestions of them are the gurantee for free activity on making films, free foundation on new film company and the protection of Korean film to promote it and etc..
Above mentioned, they who want to be revised Korean Cinema law think that only making the excellent movies will solve various problems on Korean Cinema world. So they only emphasiz on the promotion for making film in the revision of cinema policy.
But this auther thinks that their ideas will not solve various problems on the Korean Cinema world. I believe that every problems on the Korean Cinema world come from the wrong recognization of the Korean Cinema culture. So I insisted that the real ideal new policy of Korean cinema will emphasized on making the audience to be going to like Korean film through their right understanding the Korean Cinema culture. Only by this idea, we will restore the difficult situation of Korean Cinema world.
The object of this thesis will only suggest an idea that the dirction of new Korean cinema policy must emphasize on making audience as important as making film. As a result, I am convinced that the audience who have the right recognition of Korean cinema culture will make good condition for film artists to make film freely.
