국민건강보험제도 태도 결정요인에 관한 연구 - 개인과 가구의 보건의료 서비스 필요도, 의료보장정책에 대한 인식 및 민간의료보험 가입여부를 중심으로 - = Determinants of the Attitude towards the NHI

다국어 초록 (Multilingual Abstract)

For the sustainable development of the NHI (National Health Insurance) as a universal and comprehensive social welfare institution, it needs to examine the peoples' attitude towards the NHI. This study tries to analyze the determinants on peoples' attitude towards the NHI. To investigate the relationship between the social values and the peoples' attitude, this study re-analyzed the 2006 NHI Satisfaction Survey 2006 of the NHIC (National Health Insurance Corporation). Two thousand samples were selected with probability proportional to population size (by region/sex/age). To explore the relationship between demographical-social characters, health status and medical needs of individuals and households, the attitude of public vs. market orientation, being policyholder of private health insurance, this study used a multinominal logistic regression analysis. The results showed that household's income, age, private health insurance and market orientation attitude have negative influence on the attitude of changing the current NHI for the system of strengthening the equity. And study confirmed that health status of families have positive influence on the positive influence on the attitude of changing the current NHI for the system of strengthening the equity.

국문 초록 (Abstract)

전 국민을 대상으로 한 보편적이고 포괄적인 사회복지제도인 국민건강보험의 보장성을 높이고 지속가능성을 제고하기 위해서는 국민들이 동의하는 가치나 태도를 구체화할 수 있는 제도개혁이 필요하다. 이에 본 연구는 국민건강보험공단이 2006년에 실시한 ‘건강보험제도 국민만족도 조사’ 자료를 이용하여 다항 로지스틱 회귀분석 방법으로 인구사회학적 특성, 개인과 가구의 보건의료 서비스 필요도 와 경험, 민간의료보험 가입여부 및 의료보장정책 방향성에 대안 인식들이 국민들의 국민건강보험제도에 대한 태도에 미치는 영향을 분석하였다. 분석결과 소득수준이 높고, 연령이 낮을수록, 민간의료보험에 가입할수록, 그리고 의료보장정책에 대해 시장활성화 입장을 지닌 사람들일수록 보험료 기여에 따른 차등 급여의 태도를 보이는 것으로 나타났다. 개인과 가구의 보건의료 서비스 필요도와 경험에 있어서는 가구 내 장애인, 만성․고액 질환자가 있는 경우가 그렇지 않은 경우보다 형평성 강화의 태도를 보이는 것으로 나타났다. 이러한 분석결과는 국민건강보험의 개혁을 위해서는 국민건강보험에 대한 국민들의 경험과 필요도 및 의료보장정책에 대한 인식을 보다 명확하게 파악하는 것이 중요하다는 점을 시사한다고 할 수 있다.
