지방정치의 민주성과 지방행정의 책임성 확보를 위한 내적 조건 = Internal Conditions for the Democratization of Local Politics and the Responsibility of Local Administration

국문 초록 (Abstract)

본 논문의 목적은 무엇이 문제라서 지방정치나 지방행정을 둘러싸고 이러한 민주성이나 책임성의 논란이 계속되고 있으며, 민주성과 책임성을 확보하기 위한 조건은 무엇인지 살펴보는 것이다. 우선 지방정부에 대한 중앙정부의 강력한 통제는 지방정부로 하여금 민간기업의 발전보다는 시장을 중심으로 한 소비정치의 모습을 강화시킬 가능성만 높이게 된다. 중앙정부는 토지규제를 완화하여 난개발이나 혐오시설 개발을 부추기기도 하는데 지방정부는 이런 문제를 야기한 책임까지 지기도 한다. 그러나 이러한 문제는 관료들 개인의 문제나 지방자치단체의 문제라기보다는 중앙의 규제방식을 바꾸어야 해결되는 문제들이다. 지역사회에서 기업은 이동성의 부담, 중앙의 규제, 지방정부의 인센티브 부족 등에 의하여 성장세력으로 커 나가는 데 한계가 있다. 이와 같이 지방자치단체 수준에서는 전반적으로 권력의 분포가 심한 불균형을 보이고 있다. 미래의 지방정치의 민주성과 지방행정의 책임성을 증진시키기 위한 제도적 개선은 다음과 같은 세 가지 차원에서 생각해 볼 수 있다. 첫째는 중앙정부의 과도한 통제능력의 완화를 통해서이다. 둘째는 시장에게 과도한 권한을 부여하는 제도의 개선 및 견제세력의 성장을 통해서이다. 시민사회의 성숙, 정당의 역할 강화, 시의회의 강화 등이 이를 달성해 줄 기제라고 볼 수 있다. 그리고 셋째는 관료들의 책임성, 전문성 및 공동체의식 강화를 통해서이다.

다국어 초록 (Multilingual Abstract)

The purpose of the article is to analyze why there are so many problems in local societies in terms of democratization of local politics and responsibility of local administration and to suggest internal conditions for solving the problems. The concentration of regulation power to the central government induces disincentives to business investment and unplanned developments in local areas. Unbalanced mayoral power in personnel and budget management makes bureaucrats, councilmen, citizen and local parties stand in inferior position to mayors. Therefore, mayors are blamed for their political opportunism, clientalism, and patronism. Inferior position of bureaucrats to mayors makes public officials depend on lining-up and traditional networks such as kinship, regionalism, and school relations. Lack of professionalism and autonomy of local bureaucracy leads to citizen’s distrust in city hall. Directions for the future reform of democratization of local politics and responsibility of local administration are as follows: to decentralize the regulation power of central government, to institutionalize citizen participation to check and balance mayoral power, and to make local bureaucracy responsive, autonomous, and accountable.
