본 연구의 목적은 중·고등 및 대학 교육환경에 대한 교육환경 범죄안전성 지표를 설정하고, 이를 바탕으로 범죄로부터의 안전성 증진을 위한 친인간적인 물리적 환경계획 기준을 제공하는 것이다. 본 연구를 통해 범죄로부터 안전한 교육환경 조성에 기여하고 모든 교육환경에서 안전성을 확보케 하는 것이 본 연구의 최종목표이다. 이를 위하여 본 연구는 연구방법으로 설문조사와 현장조사를 실시하였다. 설문조사서 작성을 위하여 문헌고찰 및 선행연구 검토를 통하여 범죄안전 환경계획요소를 추출하였다. 이를 바탕으로 대학 및 중·고등학교 교육시설을 이용하는 사용자(학생) 및 전문가(교사, 시설관리자, 설계자 등)를 대상으로 설문조사를 실시하였고 물리적 환경에 대한 현장조사를 실시하였다.
본 연구의 주요한 연구결과는 다음과 같다. 첫째, 대학 캠퍼스 건축물의 ‘실내공간의 범죄안전 환경계획’을 위해서 ‘자연적 접근통제’ 강화, 실내공간의 빛환경 개선을 위한 계획, 지하주차장의 출입통제시스템 강화, 외부인의 출입을 통제할 수 있는 창호 및 출입구의 계획, ‘커뮤니티 활성화’를 위한 공용공간의 계획을 우선적으로 고려해야 한다. 둘째, 대학 캠퍼스 외부공간계획에 있어서 ‘자연적 접근통제’를 가장 우선적으로 고려, 방범안전시스템 구축, ‘자연적 감시’가 가능하도록 시야 확보, 야간 조명 확보, 노후․방치된 시설과 외부공간 제거를 통하여 범죄불안감을 줄이도록 노력해야한다. 셋째, 중·고등학교시설에 있어서 범죄발생과 범죄불안감과의 차이를 인식하고, 범죄불안감을 감소시킬 수 있도록 환경을 개선하여야 한다. 또한 외부와 내부의 경계를 이루는 담장은 적절한 시야를 확보함으로써 범죄 발생 및 범죄불안감을 감소시킬 수 있다. 넷째, 중·고등학교시설은 교실, 복도, 화장실 등에서 범죄 발생 및 범죄불안감이 모두 높게 나타났다. 이를 해소할 수 있는 환경계획이 반드시 필요하다. 다섯째, 중·고등학교시설에서 학교폭력 예방을 위한 교실환경 계획은 ‘자연감시를 위한 교실가시성 확보’, ‘노후화된 환경의 개선’이 우선적으로 적용되어야 한다. 여섯째, 범죄 발생 환경 및 범죄불안감에 대한 시설 사용자와 전문가 간의 인식차이를 계획 및 운영에 적극적으로 반영함으로써 교육환경의 질을 향상시킬 수 있다.

The purpose of this study is to create planning criteria for crime-free middle schools, high schools and university campuses and to provide a standard in planning human-friendly physical environment which promotes safety. Through this study, our final goal is to contribute to the creation of human-friendly educational environment on campus.
The methods of this study are survey and field study. first, this study extracted planning factors for crime-free educational environment from precedent studies to create survey questionnaires. second, a survey was conducted against students and experts including teachers, school facility managers and designers. then, field study on the physical environment was conducted.
As the results of the study, the following conclusions are drawn. First, in order to prevent on-campus crimes, focusing on indoor space planning, improving ‘natural access control’, light environment of indoor space, and access control of underground parking lots, entrances, and windows is important. Public space planning which facilitates community is also important. Second, in order to prevent on-campus crimes, focusing on outdoor space, ‘natural access control’ is most important. Establishment of security system, removement of blind spots and establishment of lighting facilities for ‘natural surveillance’, and removement of neglected, time-worn facilities and external spaces are needed. Third, in order to create crime-free middle school and high school environment, as the fear of crime and actual crime has been shown difference, reducing the fear of crime should be focused on in environmental planning. Securing a clear view around school boundaries could help reducing both fear of crime and actual crime. Forth, in order to prevent school violence at middle schools and high schools, environmental planning for classrooms, corridors, and restrooms where many students feel fear of crime should be focused. Fifth, environmental planning for middle schools and high schools should focus on ‘securing a clear view at classrooms’ and ‘improvement of time-worn facilities’. Sixth, the perception gap between students as users and experts as providers of school facilities should be considers and reflected in planning and operation of school facilities.
