타이완 토지재산권제도의 변천: 토지측량에서 토지조사까지의 사업 = Changes of Land Property Right System in Taiwan: Cadastral Land Survey to Land Registration

국문 초록 (Abstract)

1898년에 타이완 총독은 토지개혁 프로젝트를 착수했다. 1905년에 토지개혁이 완료된 후에 식민지 정부는 근대적 토지등기제도를 시행하였다. 일반적으로 토지 개혁은 타이완 발전에 중요한 토대를 놓은 것으로 인정된다. 토지개혁이 있기 10년 전인 1886-89년에 리우밍추안(劉銘傳) 역시 토지 개혁을 진행한 바 있다. 그러나 양무운동의 일환으로 진행된 이 초기의 개혁은 제한된 성과만을 거두었다. 이 논문은 초기 개혁시기부터 소위 은닉토지(隐田)이라 불리는 현상(탈토지세)에 대한 분석을 통해서, 제대로 기능할 수 있는 재산권 시스템의 구비가 경제 발전의 필수적인 요소임을 논의하였다.

In 1898, the Taiwan Government-General launched a land reform project. After the project was finished in 1905, the government implemented a modern land-registration system. It is generally agreed that the land reform laid the foundation for Taiwan’s development. Ten years before the land reform, Lióu Ming-chuán also initiated a land reform in 1886–89. However, the earlier reform had only limited success. This paper analyzes the so-called “hidden fields” phenomenon (land tax evasion) from the early reform, and discusses the essential elements of a well-functioning property rights system.
