지방정부 e-거버넌스 구축과 시민참여 전자민주주의 가능성 = Building Local E-Governance and Possibility of Civil Participation E-Democracy

국문 초록 (Abstract)

본 연구는 정보사회 e-거버넌스 구축이 전자민주주의에 어떤 함의를 주는지를 강남구청 사이버 행정참여 시스템(http://esurvey.gangnam.go.kr)을 사례로 분석한다. 구체적으로는 e-거버넌스가 정보제공, 정책의견 수렴, 의사결정에 어떤 변화를 유발하여 지방정부의 변화를 유도하는지를 분석하여 정치적 함의를 확인하고자 한다. 연구결과, 지방정부 주도 e-거버넌스인 강남구청 사이버 행정참여 시스템은 제도도입에 따른 성과와 인센티브, 높은 정보화 수준으로 시민참여 민주주의의 발전적인 대안으로 지방정부 e-거버넌스의 가능성을 보여 주었다. 하지만 이와 함께 지방정부-시민의 역할과 시민참여의 팽창에 따른 문제점도 같이 확인되었다. 따라서 보다 활성화된 e-거버넌스 구축을 위해서는 지방정부, 의회와 시민사회간의 협력을 통해 문제점들을 개선하여야 할 것이다.

The e-governance means the use of information communication technologies to raise the accountable and transparent democracy. So e-governance can make governance more efficient and more effective, and also bring low transaction costs. The goal of this paper is to analyze e-governance of local government in Korea (Gangnam-gu, Seoul) with e-democracy approaches. This study is used to show that e-governance system of Gangnam-gu establishes the horizontal network of local civil society and rebuilds local social capital which forms the trust, norm, and civil participation. From this, the study also suggests that e-governance will reinforce the information and policy connection between local public officials and civil society, and lead the e-democracy of civil participation.
