This article analyzes the change of North Korea's foreign policies in view of North Korean regime integrity. Regime integrity of the sovereign state, in general, is the foremost national interest which should not be surrendered to in any case. Also, North Korea's foreign policies are not differed from other nations in that the policies have been related to consistent efforts for regime integrity since its state establishment. There were only periodic policies variations in accordance with changes of situations and provisions surrounding the North Korea.
According to this framework, in the Cold War era, prior goals of North Korea's foreign policy were the socialist states' encampment diplomacy in order to maintain its regime integrity and national security. After the end of the Cold War, its goals have changed to multilateral and practical diplomacy, that is 'all directional diplomacy' in order to maintain its regime integrity. In addition, these changes of its foreign policies also mean that the North Korea intends to make external situation advantageous to its long-term goal, change within the system.
