Korean Agriculture has been faced a strong requirements of structual renovation under controling economic crisis by IMF since 1998. To control high cost & low efficiency structure of economic systems, the paradigm of economic policy having been changed from a strong governmental intervention in market to laissez-faire policy by market theory.
Unfortunately, we can't expect to maintain desirable size of domestic agriculture under free trade systems by market mechanism, because the competitive powers of Korean agriculture is in generally much lower than those of international lebel.
Preparing 21st century for korean agriculture, we request considering some counter-measure policies as belows ;
Most of all, appropriate agricultural policy measures should be adopted such as direct payment policies which has being operated in most developed countries since 1990.
Secondly, a new agricultural managing units should carefully be trained or brought up, which have competitive power comparing with those in developing countries. The way of guaranteeing competitive power can be found in realizing not only higher productivity but also higher added value by the methods of lasting restructuring or reengineering works such as bench-marking.
