학월 경산과 총무원장 중심제 = Hagwol Gyeongsan and the Central System of a Executive Director of Administration

Hagwol Gyeongsan(鶴月京山) was elected to the executive director of administration(總務院長) four times. He advocated the central system of a executive director of administration, in which a executive director of administration is responsible for and runs the affairs of the Order. However, at that time, because it was the central system of a supreme patriarch(宗正), Gyeongsan executive director of administration was in conflict with supreme patriarchs such as Cheongdam(靑潭), Goam(古庵), and Seoong(西翁). This paper analyzes the process and causes of conflict between the Gyeongsan executive director of administration and the supreme patriarchs. There is a common cause for the confrontation between the two. The first is the political structure.
Under the central system of a supreme patriarch, the political structure that grants the executive director of administration the authority of the Order and keeps the supreme patriarch as a symbolic existence was bound to cause confrontation between the two. The second is the Buddhist clans(門中). At that time, neither the supreme patriarch nor the executive director of administration had to be governed by the power of the Buddhist clans. Behind the conflict between supreme patriarch and executive director of administration, there was the power of Buddhist clans to use their authority. The third is a backbite and an anonymous notice. The modern history of the Jogye Order was bruised and wounded due to a backbite and an anonymous notice. At that time, even in the confrontation between the executive director of administration and the supreme patriarch, a backbite and an anonymous notice appeared, acting as a factor in the conflict.

국문 초록 (Abstract)

학월 경산은 4차례에 걸쳐 총무원장에 선출된 인물이다. 그는 총무원장이 종무행정을책임지고 운영하는 총무원장 중심제를 주장했다. 그러나 당시는 종정 중심제였기 때문에 경산 총무원장은 청담, 고암, 서옹 등 당시의 종정과 대립하게 된다. 본고는 경산 대종사가 총무원장 중심제를 추구하면서 생긴 종정들과의 대립 과정과 원인을 분석하고있다. 청담 종정과 경산 총무원장의 대립은 경산이 이끈 비구와 대처 간 화동(和同)으로부터 야기되었다. 고암 종정과 경산 총무원장의 대립은 총무원 인사권의 행사를 두고발생되었다. 서옹 종정과 경산 총무원장의 대립은 종단의 대표자 명의를 누구로 하느냐를 두고 표출되었다.
이와 같이 종정과 총무원장 간 대립을 둘러싸고 촉발된 사건은 각기 다르다. 그러나 경산 총무원장과 청담, 고암, 서옹 종정 간의 대립에는 공통 원인이 존재한다. 첫째는 정치구조다. 종정 중심제하에서 총무원장이 종단운영의 책임을 지고 종정은 신성을 상징하는 존재로 머물러야 한다는 경산의 총무원장 중심제는 정치구조적으로 종정과 대립을 유발할 수밖에 없었던 것이다. 둘째는 문중이다. 당시는 종정도 총무원장도 문중의힘에 의해서 좌우될 수밖에 없었다. 종정과 총무원장 간 대립의 이면에는 그 권한을 활용하려는 문중의 힘이 작용하고 있었던 것이다. 셋째는 음해와 투서다. 조계종의 현대사는 음해와 투서로 인하여 멍들고 상처 났다. 당시 총무원장과 종정의 대립에도 음해와 투서가 등장해 대립의 요인으로 작용했던 것이다.
