국토조사의 효율적 추진방향

국문 초록 (Abstract)

최근 이슈화되고 있는 신행정수도 이전, 수도권과 대도시 주변에 대한 택지수요 증대, 도로ㆍ건설ㆍ주태ㆍ교통 등 SOC투자 증대 등 국토개발 압력은 증가하는 반면 국토의 난개발이 사회적 이슈로 제기되고 환경보전과 지속가능한 개발개념 대두 등으로 국토보전에 대한 인식이 제고되고 있다. 이러한 국토관련 여건변화를 정책적으로 수용하기 위해서는 기존 국토정책에 따른 지속적인 국토현황에 대한 모니터링과 함께 국토정책방향이 필요하며, 이를 위한 정책지표 도출을 위한 새로운 국토조사사업이 요구되어지고 있다. 본 연구의 목적은 현재 진행되고 있는 국토조사사업의 내용을 살펴보고 효율적인 추진방향을 모색하는 데 있다. 국가적으로 추진되고 있는 국토조사사업을 통하여 국토계획ㆍ도시계획 등 국토관련 계획과 국토정책수립 등을 효율적으로 지원할 수 있으며, 급증하는 학계 및 민간부문의 국토관련 자료수요에 대처하고 국토현황에 대한 모니터링과 정책지원자료 기능을 수행하는 국토정보체계의 기초 자료로서의 역할을 할 수 있을 것이라고 판단된다.

Lately, a question about New public capital removal become an object of public concern. Demand for housing site in the national capital region or big city's suburbs is increasing. And it is growing larger to invest on SOC like a road. construction. housing and transportation. Like facts mentioned above. nowadays the pressure to the land development goes on I cial problem and there is growing recognition that we should preserve our country intact. Because a concept of the protection of environment and sustainable development is gathering strength. To accept these changes of condition about the country as the policy. we need national policy course with the monitoring about continuous present situation according to the existing national policy. And new national land survey plan is demanded to draw out a policy index. The purpose of this paper lies in seeing over national land survey in progress and groping for effective driving plan. By means of national land survey which is going on from national point of view. we can effectively support the planning about national land like national and urban planning. And to cope with increased demand for data about national land of academic and civil section by monitoring about present situation of the country and data for supporting policy. It is expected that it will play an important role as fundamental data of national information system which function.
