Since the end of the World war II, theories and policies about development and assistance have been evolved based on experiences, lessons and changes in international environment. The major theme of theory and policy have been: in the 1950Os and 1960, construction of infrastructure through transfer of foreign currency in the 1970Os, eradication of poverty through satisfaction of basic human needs, employment and income redistribution in the 1980Os, restructuring and stabilization, outward orientation; in the 1990Os, good policy and good governance; in the 2000Os, poverty eradication and comprehensive development.
