북한의 유엔 군축결의안 투표 성향에 관한 분석 = North Korea`s Voting Behaviors of Resolution on Disarmament in the UN General Assembly

The purpose of this paper is to analyze the North Korea``s voting patterns of resolution on disarmament and arms control in the UN General Assembly from 1991 to 2004. Among the international disarmament and arms control agreements, 1925 Geneva Protocol, Biological Weapon Convention, ENMOD Convention and Antarctic Treaty are acceded by North Korea. And North Korea announced, on 10 January 2003, that it was withdrawing from the NPT. The main characteristics of North Korea`` voting behaviors of disarmament resolution are as follows: First, North Korea has tried to assure her security against the use or threat to use nuclear weapons of U.S. Second, the aim of North Korea is to protect her military power and military deterrence from the international disarmament measures. Third, North Korea trends to vote in concert with the international opinion and the atmosphere of the international society regardless of her real intention. Fourth, there are inconsistency and duplicity in North Korea`` voting patterns and behaviors. The UN system and international disarmament and arms control agreements are worthy of utilization for the international disarmament and arms control on the Korean Peninsula. First, it can offer the objectives, universal standard and framework in the process of negotiation and implementation for the international disarmament and arms control on the Korean Peninsula. Second, those regime can be utilized as a useful means to restrict the WMD and to reduce the conventional weapons of North Korea. Third, it must play a role of reinforcement and strengthening the disarmament and arms control regimes on the Korean Peninsula through the support and security assurance of power on it.
