개별정책 분야의 연구내용 및 경향 분석 -「한국지방자치학회보」 게재논문(1989∼2017년)을 중심으로- = An Analysis of the Research Content and Trend in Specific Policy Areas: Focused on Articles Published on Korean Journal of Local Government Studies (1989-2017)

The purpose of this study is to analyze the research content and trend of the articles in specific policy areas published on Korean Journal of Local Government Studies (KJLGS) and to suggest implications of the research. In order to achieve the goal of the study, this paper analyzed 148 articles published in the KJLGS from 1989 to June 2017.
The summaries of this study are as follows. First, the main characteristics of researchers are male (87.2%), only single researcher (64.2%), and professor (59.2%).
Second, pure academic research is 75.7%, while funded-research is 24.3%. Pure academic researches are gradually reducing, whereas funded-researches are steadily expanding. Third, as specific policy areas published in KJLGS are orderly environment･ energy policy (19.6%), welfare policy (14.2%), e-government･information policy (11.5%), cultural policy (9.5%), urban･housing policy (7.4%), and educational autonomy (5.4%).
Fourth, the areas studied for pure academic research are science & technology policy (4.7%), disaster policy (2.7%), foreign policy (1.4%), and public management (2.0%). On the other hand, the research area funded is agriculture & farming policy (3.4%). Fifth, non-quantitative researches show the decreasing trend, while quantitative studies seem to be the increasing trend. Finally, problem-solved researches are 93.9%, whereas theory-oriented researches are just 6.1%. Nonetheless, after the 2000s theory-oriented researches and the uses of advanced statistical analyses and methods somewhat show a steady growth.

국문 초록 (Abstract)

본 연구의 목적은 「한국지방자치학회보」에 게재된 개별정책 분야 연구논문들의 연구내용 및 연구경향을 분석하고 이에 대한 학술적 함의를 제시하는 것이다. 이를 위해 「한국지방자치학회보」(1989년 12 월∼2017년 6월) 게재된 개별정책 분야의 연구논문 148편을 분석하였다. 본 연구의 연구결과를 정리하면 다음과 같다. 첫째, 연구자의 특성으로 남성(87.2%), 1인 단독(64.2%), 교수(59.2%)라는 특징을 보여준다. 둘째, 순수학술연구가 75.7%인데 반해, 연구비지원연구가 24.3%로 나타났고, 순수학술연구는 점차 감소하고 있는 반면, 연구비지원연구는 점진적으로 증가추세에 있다. 셋째, 개별정책 분야로, 환경･ 에너지정책(19.6%)이 가장 많고, 그 다음으로 복지정책(14.2%), 전자정부･정보정책(11.5%), 문화정책(9.5%), 도시･토지･주택정책(7.4%), 교육자치(5.4%)의 순으로 나타났다. 넷째, 순수학술연구로만 연구된분야는 과학기술정책(4.7%), 재난정책(2.7%), 대외정책(1.4%), 행정관리(2.0%)로 나타났다. 반면, 연구비지원만으로 연구된 분야는 농업･농촌정책(3.4%)으로 나타났다. 다섯째, 비계량연구는 감소추세를 보이고 있는 반면, 계량연구는 증가추세를 보이고 있다. 마지막으로, 문제해결 지향적 연구가 93.9%이고, 이론지향적 연구가 6.1%로 나타났다. 다만, 2000년대 이후로 이론지향적 연구와 고급통계분석방법들의 활용이 점차 증가하는 특징을 보이고 있다.
